CITY COUNCIL AGENDA REPORT <br /> February 20, 2018 <br /> Community Services\Library <br /> TITLE: APPROVAL OF THE PERFORMER AND ARTIST SERVICES TO THE <br /> PURCHASING PROCEDURES AND MANUAL FOR CONTRACT PROCESS <br /> FOR ENTERTAINERS <br /> SUMMARY <br /> On December 19, 2017, the City Council approved a revised Purchasing Procedures <br /> and Manual to guide staff with purchasing of supplies and contracting for services. <br /> Recreation and Library staff have requested a distinct process for contracting with <br /> performers and artists, as that involves a review of skills and availability constraints <br /> different than simply selecting a product from a catalog or hiring the lowest bidder. The <br /> proposed Appendix A describes a process to: seek qualified entertainers; receive input <br /> from staff, commissioners, and the public; obtain pricing information for negotiations; <br /> and set appropriate approval levels. <br /> RECOMMENDATION <br /> Approve the attached Appendix A — Performer and Artist Services to the Purchasing <br /> Procedures and Manual. <br /> FINANCIAL STATEMENT <br /> There is no financial impact associated with approving the proposed Appendix A. <br />
