THE CITY OF 5 <br /> CITY COUNCIL AGENDA REPORT <br /> pL£ASANTON® <br /> February 20, 2018 <br /> Community Development <br /> Traffic Engineering <br /> TITLE: APPROVE A COOPERATIVE AGREEMENT BETWEEN THE CITY OF <br /> PLEASANTON AND THE CALIFORNIA DEPARTMENT OF <br /> TRANSPORTATION FOR IMPROVEMENTS TO THE I-680/SUNOL <br /> BOULEVARD INTERCHANGE <br /> SUMMARY <br /> To improve safety and access, the City's Capital Improvement Program (CIP) includes a <br /> project to modify the I-680/Sunol Boulevard Interchange. <br /> Local agencies wishing to make improvements to State highway facilities are required to <br /> go through the California Department of Transportation (Caltrans) project development <br /> procedures. The first step is the Project Initiation Document (PID) phase, where both <br /> Caltrans and the City agree to the project's needs and objectives, then begin <br /> preliminary engineering work. Any work completed by Caltrans on a local interchange <br /> project must be reimbursed by the local agency (2011/12 State Budget eliminated any <br /> PID phase funding and required the local agencies to fund Caltrans staff hours). <br /> This agreement outlines the roles and responsibilities of both Caltrans and the City of <br /> Pleasanton during the PID phase. <br /> RECOMMENDATION <br /> 1 . Approve the attached Cooperative Agreement (Attachment 1) between the City of <br /> Pleasanton and Caltrans for work to produce a Project Initiation Document for <br /> I-680/Sunol Boulevard Interchange Improvements, agreeing to reimburse Caltrans <br /> for their portion of the work (estimated at $204,000). <br /> 2. Authorize the City Manager to execute the Cooperative Agreement. <br /> FINANCIAL STATEMENT <br /> City Council approved a CIP project (CIP No. 15551) funded by Traffic Impact Fees <br /> (TIF) ($650,000 in FY 2015/16 and $1,350,000 in FY 2017/18) for a total of $2,000,000, <br /> which is intended to cover the project design. The Caltrans portion of the PID Phase, <br /> covered by the Cooperative Agreement, is budgeted at $204,000. There are sufficient <br /> funds available for this PID phase. <br />
