Public Comment <br /> Tera Langmade commented on the City's noise ordinance and the use of leaf blowers which negatively <br /> impact quality of life. <br /> Mayor Thorne explained Council cannot discuss it as the matter is not listed on the agenda, but stated <br /> staff will be asked to contact her about the issue. <br /> City Manager Nelson Fialho stated the code is not being amended, currently, but staff will follow-up with <br /> the resident. The code varies for different locations in the City and hours vary for commercial areas. <br /> Jeb Bing, Pleasanton Weekly, referred to a banner displayed across Main Street in front of the <br /> Museum, and urged the public to donate to the Pleasanton Weekly Holiday Fund. Since it was founded, <br /> the Fund has raised over $1 million for local non-profits and listed organizations that will benefit from <br /> contributions this year. He reported the Pleasanton Weekly is handling the campaign, at no cost, and is <br /> partnering with Silicon Valley Community Foundation which handles all finances, free of charge. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 15. Authorize staff and council subcommittee on refuse and recycling to finalize a tentative franchise <br /> agreement with Pleasanton Garbage Service (PGS) for recycling and refuse services and <br /> approve a second amendment to the professional services agreement with HF&H Consultants, <br /> LLC <br /> Assistant City Manager Brian Dolan reported the purpose of the item and displayed a PowerPoint <br /> presentation addressing Background, City Goals of New Franchise Agreement, Key Provisions of the <br /> New Agreement, and Next Steps. <br /> Councilmember Brown commented on having disposable organics no longer be the responsibility of <br /> PGS and on recyclables and asked who is paying the cost. Assistant City Manager Dolan reported <br /> current costs have been included and deferred to Bob Hilton, the City's consultant. <br /> Bob Hilton, HF&H Consultants, LLC, reported PGS was unable to secure long-term organics contracts, <br /> and stated major regulations will be coming from Sacramento that will drive up the demand for <br /> processing organics and prices will rise. He added it is advantageous to secure those contracts, now. In <br /> terms of recyclables, there is a significant net cost in processing them out of transfer stations, and he <br /> believes there will be an additional net savings and improvements. Offsetting that is related to SB 1383; <br /> there will be new regulations, but they are yet, unknown. Staff will meet and confer with them when <br /> those are out, and adjustments will be made that may result in additional costs. <br /> In response to Councilmember Brown's question regarding receiving money for organics, Mr. Hilton <br /> reported the City does not receive money for organics but pays for to have them processed. <br /> Recyclables do have value and he reported some of the current contracts are either no cost for <br /> City Council Minutes Page 3 of 10 December 19, 2017 <br />
