L�£�S�NTONo CITY COUNCIL AGENDA REPORT <br />2 <br />February 6, 2018 <br />City Manager <br />TITLE: ADOPT A RESOLUTION APPROVING THE MEMORANDUM OF <br />UNDERSTANDING BETWEEEN THE CITY OF LIVERMORE AND THE <br />CITY OF PLEASANTON RELATED TO PENSION OBLIGATIONS AND <br />EMPLOYMENT RETIREMENT BENEFITS FOR PERSONNEL <br />ASSIGNED TO THE LIVERMORE-PLEASANTON FIRE DEPARTMENT <br />JOINT POWERS AUTHORITY <br />SUMMARY <br />The City of Livermore and the City of Pleasanton entered into an Amended and <br />Restated Agreement related to the Livermore -Pleasanton Fire Department Joint Powers <br />Authority ("LPFD JPA"). Section 4.1 of the LPFD JPA provides in relevant part that <br />" liability for pension obligations and past employment retirement benefits for <br />personnel assigned to the Authority by Pleasanton shall be shared by Livermore and <br />Pleasanton, as detailed in a separate agreement adopted by the respective City <br />Councils for Livermore and Pleasanton and revised from time to time when adjustments <br />to suppression staffing ratios are made." Attachment 2 is the Memorandum of <br />Understanding ("MOU") memorializing this agreement and the methodology to be used <br />in calculating pension obligations and past employment retirement benefits. <br />RECOMMENDATION <br />The LPFD JPA Board of Directors recommends the City Council adopt a resolution <br />approving the attached MOU between the City of Livermore and the City of Pleasanton <br />related to pension obligations and employment retirement benefits for personnel <br />assigned to the Livermore -Pleasanton Fire Department Joint Powers Authority. The <br />effective date of the MOU is contingent upon when the Amended and Restated LPFD <br />JPA Agreement takes effect. <br />FINANCIAL STATEMENT <br />No impact to City finances. <br />
