Has anyone considered removing the parking spaces on Owens Drive at <br /> the <br /> TOD facility? These parking spaces occupy what was a lane of Owens Drive before the project. If the <br /> goal of the TOD development was intended to foster different modes of transportation, ala BART, why <br /> are the parking spaces necessary.
