traveling eastbound combined with the thirty second pedestrian crossing time caused <br /> vehicles to back up from the Iron Horse Trail crossing to Willow Road. <br /> In January of 2017, the Iron Horse Trail pedestrian and bicycle crossing (which is used <br /> by approximately 125 pedestrians and cyclists each morning and evening) was modified <br /> to a "two-stage" crossing which reduced the time needed to cross the Owens Drive <br /> eastbound lanes down to 10 seconds. This modification eliminated the backup on <br /> Owens Drive. <br /> Staff presented this outcome at the March 7, 2017, City Council meeting. At the March <br /> City Council meeting additional monitoring of the corridor was requested by Council. <br /> Staff, with assistance from a consultant, collected data in April, May and September of <br /> 2017 in preparation for this follow-up report to Council. <br /> The City entered into a contract with Hexagon Transportation Consultants to complete <br /> the six-month review of the Owens Drive corridor and the consultant was also asked to <br /> explore alternatives that may potentially reduce vehicle travel time delay in the corridor. <br /> Their report is attached (Attachment 1). <br /> DISCUSSION <br /> Hexagon Transportation Consultants were tasked with three objectives: <br /> • Quantify existing delays over the entire eastbound Owens Drive corridor between <br /> Willow Road and Hacienda Drive. <br /> • Evaluate an alternative design that adds a second lane on eastbound Owens <br /> Drive between Willow Road and the Iron Horse Trail (widening project). <br /> • Analyze other potential improvements to the study corridor, such as traffic signal <br /> coordination and crosswalk length reduction. <br /> Hexagon collected traffic count data, conducted field observations, and constructed a <br /> micro-simulation model to test the potential improvements, including level of service and <br /> average delay on the corridor. <br /> April, May and September 2017 traffic field observations and traffic volumes were <br /> consistent with the representative graphic below showing the relative volumes. The <br /> volumes for April, May and September remained relatively constant for both vehicular <br /> and pedestrian volume, with a maximum peak hour volume of 700 vehicles (traveling <br /> eastbound on Owens Drive at the Iron Horse Trail Crossing) with 125 pedestrians using <br /> the crossing. <br /> Page 4 of 8 <br />
