BACKGROUND <br /> In 2015 the eastbound lanes of Owens Drive were reduced from three eastbound lanes <br /> to a single eastbound lane as part of the Essex Transit Oriented Development Project. <br /> A goal of Transit Oriented Development (TOD) is to promote alternate forms of travel. <br /> One method to promote alternative modes is to improve pedestrian and bicycle <br /> connections in the vicinity of transit stations, in this case the East Dublin/Pleasanton <br /> BART station. <br /> The Essex TOD project included modifications to Owens Drive between Willow Road <br /> and the Iron Horse Trail Crossing. The most notable modification was the elimination of <br /> two eastbound travel lanes and an eastbound acceleration lane. The aerial shown <br /> below is from June of 2014 and shows the previous alignment of Owens Drive. <br /> - 1 Bart Parking . . . _ - <br /> ens .. <br /> Willow .-,, • _, , <br /> ^ +;r. <br /> The TOD plan was approved in 2012, however, due to the downturn in the economy, <br /> the project did not begin construction until 2015; the lane reduction was implemented in <br /> October of 2015 (the eastbound lanes were closed as part of the construction of the <br /> project). The construction fencing was removed in the summer of 2016.
