California Municipal Finance Authority (CMFA) Open PACE <br /> CMFA Open PACE is an umbrella for Energy Efficient Equity, BlueFlame PACE <br /> Services, OnPACE Energy Solutions, Petros PACE Administrator, Twain Community <br /> Partners II, and Structured Finance Associates. It launched in 2015 and operates under <br /> AB 811. It is sponsored by the California Municipal Finance Authority (CMFA). It vets <br /> and prequalifies PACE financing providers for residential and commercial property <br /> owners. Any additional PACE program administrators that are qualified under Open <br /> PACE after the adoption of the CMFA Open PACE resolution by the City will be <br /> automatically authorized to operate within Pleasanton. Several East Bay cities including <br /> Fremont, Berkeley, San Ramon, and Walnut Creek have joined CMFA Open PACE. To <br /> participate, Council will need to adopt a resolution to join the JPA and to authorize <br /> CMFA to administer PACE within Pleasanton. CMFA membership is limited in scope to <br /> the CMFA Open PACE program only. CMFA Open Pace member highlights include: <br /> • Energy Efficient Equity (E3): Joined CMFA Open PACE in 2015 and serves <br /> residential property owners. E3 offers the full spectrum of energy efficiency, <br /> renewable energy, and water conservation upgrades. <br /> • BlueFlame PACE Services: Offers a commercial PACE program. <br /> • OnPACE Energy Solutions: Offers a commercial PACE program. ' <br /> • Petros PACE Administrator: Offers a commercial PACE program. <br /> • Twain Community Partners II: Offers a commercial PACE program. <br /> • Structured Finance Associates: Founded in 2010 to provide financing solutions to <br /> commercial property owners. It joined CMFA Open PACE in 2015. <br /> Ygrene PACE Program <br /> The Ygrene PACE Program serves residential and commercial projects. In California, <br /> over 246 cities and counties have adopted the program since its launch in 2013, <br /> including Danville, Lafayette, San Ramon, Fremont, Hayward, and Oakland. Two <br /> Council resolutions are required to allow Ygrene PACE to operate in Pleasanton. The <br /> first resolution would consent to the inclusion of properties within the City's incorporated <br /> area in Golden State Finance Authority (GSFA) Community Facilities District (CFD) as <br /> authorized under SB 555. The second resolution would make all properties in <br /> Pleasanton eligible to participate in GSFA's contractual assessment program for PACE <br /> authorized under AB 811, which is similar to the other PACE programs being presented <br /> for Council consideration. As with the other programs, Council approval of the Ygrene <br /> program is limited to making the PACE financing option available to individual <br /> Pleasanton property owners who voluntarily decide to use it. <br /> Figtree PACE Program <br /> The Figtree PACE program focuses on commercial, industrial, and multifamily <br /> properties but has recently launched a single-family residential service. Since its launch <br /> in 2011, multiple cities and counties in California have adopted the program, including <br /> Dublin, Hayward, Oakland, Union City, Fremont, and Walnut Creek. Associate <br /> membership in the California Enterprise Development Authority (CEDA) is required to <br /> join Figtree PACE. Pleasanton is currently not a member of CEDA.
