MOTION: It was m/s Narum/Olson by to approve the consent calendar as submitted and as <br /> noted. Motion passed by the following vote: <br /> Ayes: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thome <br /> Noes: None <br /> Absent: None <br /> MEETING OPEN TO THE PUBLIC <br /> 14. Public Comment <br /> Tera Langmade spoke regarding the issues with leaf blowers at early hours every day of the week <br /> and related noise ordinance. <br /> Jeb Bing, Pleasanton Weekly, spoke regarding Pleasanton Weekly's Holiday Fund which raises <br /> money for local non-profits and encouraged the community to contribute. <br /> PUBLIC HEARINGS AND OTHER MATTERS <br /> 15. Authorize staff and council subcommittee on refuse and recycling to finalize a tentative franchise <br /> agreement with Pleasanton Garbage Service (PGS) for recycling and refuse services and <br /> approve a second amendment to the professional services agreement with HF&H Consultants, <br /> LLC. <br /> Assistant City Manager Brian Dolan presented the details of the staff report including background, <br /> City goals of the new franchise agreement, key provisions of the new agreement and next steps. <br /> Councilmember Brown inquired as to the associated costs for disposable organics and recycling <br /> services. <br /> Bob Hilton, Consultant, noted that the company was unable to secure long-term organics <br /> contracts due to SB1383 (2016) which banned organics from landfills and the increase in prices in <br /> the future. <br /> Councilmember Pentin inquired if the City will now be able to utilize Measure D funds for the <br /> recycling and disposable organics programs mentioned earlier. <br /> Mr. Dolan noted that the term of the agreement is longer than the Measure D regulations <br /> stipulate, however the City may request an exemption, which has been granted in the past. <br /> Bob Hilton, Consultant, noted that the price of recycling are commodities which means that the <br /> prices can fluctuate. Hilton noted that they seek to find higher quality recycling processing <br /> facilities to yield higher quality materials for sale. <br /> Councilmember Narum inquired as to the communication of the new services to the residents. <br /> Mr. Dolan noted that part of the agreement with PGS is an implementation plan which will include <br /> a marketing plan with mailers and social media. <br /> Mayor Thorne inquired as to the fluidity of the franchise fee. <br /> City Manager Fialho noted the variability of franchise fees regionally, and explained that if the <br /> contract fees come in lower than anticipated, it would be captured as savings and the excess <br /> City Council Minutes Page 3 of 7 December 19,2017 <br />
