Parkside Drive, looking southwest, and Attachment 5 is the view from the median of <br /> Parkside Drive and Sports Park Drive, looking east. <br /> Staff from the Community Development Department - Planning Division reviewed the <br /> proposed design of the booster station. Staff believes the structure would be well- <br /> integrated with surrounding trees and that it is relatively inconspicuous as it would look <br /> like other buildings within the park. The surrounding small berm and proposed perimeter <br /> vegetation would also reduce the visibility of the structure from off-site viewpoints. <br /> Finally, Ranger Pipelines has purchased the pre-packaged system from Patterson <br /> Pump and the booster station is in fabrication. The station is scheduled to be delivered <br /> in March/April 2018. <br /> Bids <br /> Sealed bids for this project were opened on December 19, 2017. A total of six bids were <br /> received, however two bids were released. The original low bidder, ELLA, was released <br /> from its bid due to a documented error which met the requirements of California Public <br /> Contracts Code §§5101 and 5013. The highest bidder, Pacific Underground <br /> Construction, Inc., was released due to an incomplete bid package. <br /> The remaining four bids ranged from $322,800 to $394,000 (see Attachment 2, Bid <br /> Summary). The engineer's estimate for this project was $270,000. The 20% difference <br /> between the engineer's estimate and low bid is primarily attributed to the current bidding <br /> climate in which recent projects are seeing increased costs. It is not anticipated that the <br /> cost of construction will lower in the near future. The funding source for this project is <br /> nearing expiration and there is insufficient time to wait for the bidding climate to become <br /> more favorable for the City. <br /> The low base bid of$322,800 was received from GSE Construction Company, Inc. of <br /> Livermore, California. All bid documents were found to be in order and past work <br /> performed by this contractor was verified to be satisfactory. Staff is recommending <br /> award of the construction contract to the lowest responsible bidder, GSE Construction <br /> Company, Inc., in the amount of$322,800. <br /> Other Project Costs <br /> Consultant support services will be required for material testing and compaction, <br /> biological/bird review and construction support assistance. The existing consultants will <br /> be utilized under the existing contracts for the Recycled Water Infrastructure project with <br /> an anticipated expenditure of up to $15,000. <br /> PG&E is currently working on the design of the electrical feed to the station. PG&E has <br /> not provided an estimate for the cost of the design and equipment work to be completed <br /> by them. The loan and grant reviewers have indicated that PG&E design and equipment <br /> costs may not be eligible for grant funding; however, PG&E may allow the cost to be <br /> included in the rate fees and not require an expenditure at this time. Included in the bid <br /> is a $15,000 allowance to cover additional construction costs resulting from PG&E's <br /> design. <br /> Page 3 of 4 <br />
