Included in the $8.4 million is approximately $1.5 million in right of way (ROW) costs. <br /> Most of the needed ROW is within the parcels that would be charged the proposed fee. <br /> Staff is recommending a credit against the JDEDZ Fee to property owners equal to the <br /> value of the ROW contributed. <br /> CONCLUSION <br /> Staff will present this JDEDZ fee proposal more in depth at the January 16, 2018 City <br /> Council meeting. Please note that Council can set the fee at different levels than what is <br /> shown in the report. At the conclusion of the discussion, staff recommends that Council <br /> direct staff to finalize the JDEDZ Fee including whether the fee levels should be less <br /> than staff is proposing and to bring that forward for future Council consideration. Staff <br /> expects to bring an ordinance establishing the JDEDZ Fee and a resolution establishing <br /> JDEDZ Fee amounts by land use category to Council at the February 6, 2018 City <br /> Council meeting. If Council approves these items on February 6th, there will be a second <br /> reading on February 20, 2017.
