PREFERRED PROJECT <br />The City Council is now considering the adoption of the Four -Lane Concurrent <br />Extension Alternative in the SEIR, with one phasing modification, and which in these <br />CEQA Findings is referred to as the "preferred project" as opposed to the "proposed <br />project" referred to in the EIR/SEIR. <br />The SEIR analyzed two additional alternatives than the EIR: the Four -Lane Concurrent <br />Extension Alternative and the Two -Lane Constrained Extension Alternative. The Four - <br />Lane Concurrent Extension Alternative differs from the proposed project by including <br />the full extension of Stoneridge Drive to EI Charro Road and a four -rink ice center on a <br />portion of the proposed community park. The Two -Lane Constrained Extension <br />Alternative differs from the proposed project by including the full extension of Stoneridge <br />Drive to EI Charro Road initially with the Stoneridge Drive bridges striped to one lane in <br />each direction and then to two lanes in each direction after certain regional roadway <br />improvements are made. <br />Description of Preferred Project The preferred project is a phasing modification of <br />the Four -Lane Concurrent Extension Alternative, which is described in the SEIR. <br />Details of the Four -Lane Concurrent Extension Alternative can be found on pages 55-56 <br />of the SEIR. <br />The preferred project differs from the Four -Lane Concurrent Alternative by not requiring <br />the Stoneridge Drive bridges to be striped with two lanes in each direction when <br />Stoneridge Drive is initially fully extended, although the preferred project assumes the <br />Stoneridge Drive bridges will be restriped with two lanes in each direction at some point <br />in the future. Thus, both the preferred project and the Four -Lane Concurrent Extension <br />Alternative will both eventually restripe the Stoneridge Drive bridges with two lanes in <br />each direction. Under the preferred project, this date will be determined either when <br />certain regional traffic improvements have been completed or when the City Council in <br />its discretion determines the bridges should be so restriped; under the Four -Lane <br />Concurrent Extension Alternative the two lanes in each direction would occur initially, <br />regardless of the timing and completion of regional traffic improvements. The preferred <br />project would maintain the 1989 Stoneridge Drive Specific Plan policy of requiring the <br />construction of the full two bridge, four lane extension of Stoneridge Drive from Trevor <br />Parkway to EI Charro Road Hence, the preferred project is similar to the project <br />approved by the City Council in February 2009. The preferred project differs from the <br />proposed project by including the full four lane extension of Stoneridge Drive to EI <br />Charro Road initially with the Stoneridge Drive bridges striped to one lane in each <br />direction and the inclusion of an ice center on a portion of the community park. <br />Benefits of the Preferred Alternative. The preferred project is superior to the Four - <br />Lane Concurrent Extension Alternative because it provides flexibility to the City Council <br />to manage its roadways. That is, under the Four -Lane Concurrent Extension <br />Alternative, Stoneridge Drive would be required to be striped initially for two lanes in <br />each direction, regardless of whether regional traffic improvements were completed or <br />Findings and Statement of Overriding Considerations <br />
