23. The project developer shall post address numerals on the building so as to be plainly <br />visible from all adjoining streets or driveways during both daylight and night time <br />hours. <br />Landscaping and Irrigation System Design and Operation: <br />24. The project developer shall submit a detailed landscape/irrigation plan for the front <br />yard for approval by Director of Planning and Community Development. <br />The front yard landscaping plan shall show that the site is planted with two 24 -inch <br />box -size coast live oaks as street trees. At a minimum, no less than 50 percent of <br />the total tree planting shall be 24 -inch box -size trees with remaining trees being a <br />minimum of 15 gallons in size. All shrubs shall be a minimum of five gallons, unless <br />otherwise shown on the plans and approved by the Director of Community <br />Development. Deviations from the approved plan upon completion shall be <br />reviewed and approved prior to installation. <br />The front yard landscaping shall be complete prior to the final inspection by the <br />Planning Division. <br />25. The rear yard landscaping/irrigation plan should be submitted to and approved by <br />the Director of Community Development within six months from close of escrow. <br />Said landscape plan shall be prepared by a licensed landscape architect and shall <br />include details in terms of species, location, size, quantities, and spacing. At a <br />minimum, no less than 50 percent of the total tree planting shall be 24 -inch box -size <br />trees with remaining trees being a minimum of 15 gallons in size. All shrubs shall be <br />a minimum of five gallons, unless otherwise shown on the plans and approved by <br />the Director of Community Development. The project developer shall provide root -control barriers and four -inch perforated <br />pipes for driveways and other paved areas less than ten feet in width, as determined <br />necessary by the final landscape plan. <br />Building Permit Review: <br />27. To initiate the building permit plan check process, the project developers shall <br />submit the following: <br />a. Three (3) full-size sets of construction plans (wet -stamped and signed); <br />b. Two (2) sets of the necessary structural and Title 24 calculations; <br />c.
