• Hydroseed or apply (non-toxic) soil stabilizers to inactive construction <br />areas (previously graded areas inactive for ten days or more). <br />• Enclose, cover, water twice daily or apply (non-toxic) soil binders to <br />exposed stockpiles (dirt, sand, etc.). <br />• Limit traffic speeds on unpaved roads to 15 mph. <br />• Install sandbags or other erosion control measures to prevent silt runoff to <br />public roadways. <br />• Replant vegetation in disturbed areas as quickly as possible. <br />• Suspend excavation and grading activities to the extent feasible when <br />instantaneous wind gusts exceed 25 mph. <br />• Limit, to the extent feasible, the number of areas adjacent to residences <br />subject to excavation, grading and other construction activity at any one <br />time. <br />4. Underground Service Alert. Prior to initiation of any on-site construction <br />activities, Underground Service Alert (USA) will be contacted whose purpose is <br />to receive planned excavation reports from public and private excavators and to <br />transmit those planned excavation reports to all participating members of USA <br />who may have underground facilities at the location of excavation. The USA will <br />contact local utilities and inform them that construction is about to begin in their <br />service area. This notice allows local utilities to mark the areas where their <br />underground facilities are located near the construction site so that they may be <br />avoided during project construction. <br />5. Emergency Response Plan. An emergency response plan will be prepared <br />prior to construction that will include response measures in the event that there is <br />disturbance of any underground utilities. The plan will be subject to review and <br />approval by the Building and Safety Division and/or City Engineer. <br />6. Emergency Access. The project site will include a minimum of two points of <br />emergency vehicle access consistent with the City of Pleasanton's Circulation <br />Element. <br />7. Interior Lighting. In all buildings without residents, all interior lighting will be <br />turned off during non -operational evening hours, with the exception of lighting <br />needed for security reasons. <br />8. Exterior Lighting. <br />a. An exterior lighting plan for the building and site, including drawings and/or <br />manufacturer's specification sheets showing the size and type of light fixtures <br />proposed will be provided. All exterior lighting will be directed downward and <br />designed or shielded so as to not shine on neighboring properties. The <br />lighting plan will be subject to the review and approval by the Planning <br />Division and Director of Parks and Community Services prior to issuance of <br />building permits for the project. <br />15 <br />
