g. A process for responding to, and tracking complaints pertaining to <br />construction activity, including identification of an on-site complaint manager. <br />9. Construction Dust. The Project Developer shall implement the following <br />measures during all construction phases to reduce impacts associated with <br />construction dust to the extent feasible, as determined by the City Engineer. <br />These measures shall be incorporated into the construction documents <br />describing procedures and specifications for contractors to follow: <br />• Water all active construction areas at least twice daily. <br />• Cover all trucks hauling soil, sand, and other loose materials to or from the <br />Project Area or require all trucks to maintain at least two feet of freeboard. <br />• Pave, apply water three times daily, or apply (non-toxic) soil stabilizers on <br />all unpaved access roads, parking areas and staging areas at construction <br />sites. <br />• Sweep daily (with water sweepers) all paved access roads, parking areas <br />and staging areas at construction sites. <br />• Sweep streets daily (with water sweepers) if visible soil material is carried <br />onto adjacent public streets. <br />• Hydroseed or apply (non-toxic) soil stabilizers to inactive construction <br />areas (previously graded areas inactive for ten days or more). <br />• Enclose, cover, water twice daily or apply (non-toxic) soil binders to <br />exposed stockpiles (dirt, sand, etc.). <br />• Limit traffic speeds on unpaved roads to 15 mph. <br />• Install sandbags or other erosion control measures to prevent silt runoff to <br />public roadways. <br />• Replant vegetation in disturbed areas as quickly as possible. <br />• Suspend excavation and grading activities to the extent feasible when <br />instantaneous wind gusts exceed 25 mph. <br />• Limit, to the extent feasible, the number of areas adjacent to residences <br />subject to excavation, grading and other construction activity at any one <br />time. <br />10. Underground Service Alert. Prior to initiation of any on-site construction <br />activities, the Project Developer shall contact the Underground Service Alert <br />(USA) whose purpose is to receive planned excavation reports from public and <br />private excavators and to transmit those planned excavation reports to all <br />participating members of USA who may have underground facilities at the <br />location of excavation. The USA will contact local utilities and inform them that <br />construction is about to begin in their service area. This notice allows local <br />utilities to mark the areas where their underground facilities are located near the <br />construction site so that they may be avoided during project construction. <br />11. Emergency Response Plan. The Project Developer shall develop an <br />emergency response plan prior to construction that will include response <br />measures in the event that there is disturbance of any underground utilities.
