directly to the Director of Community Development. At a minimum, the <br />archaeological monitoring program shall include the following: <br />a. An archaeological monitor shall be on site during native soils <br />disturbing activities. <br />b. The archaeological consultant shall advise all project contractors to <br />be on the alert for evidence of expected resources, of how to identify <br />the evidence of the expected resources, and of the appropriate <br />protocol in the event of discovering an archaeological resource. <br />c. The archaeological monitor shall be present on the Staples Ranch <br />site until the Director of Community Development, in consultation with <br />the archaeological consultant, determines that project construction <br />activities could have no effects on significant archaeological <br />resources. <br />d. The archaeological monitor shall record and be authorized to collect <br />soil samples and artifactual/ecofactual material as warranted for <br />analysis. <br />e. If an intact archaeological deposit were to be encountered, all soils <br />disturbing activities in the vicinity of the deposit shall cease. The City <br />shall empower the archaeological monitor to temporally redirect <br />demolition/excavation/construction crews and heavy equipment until <br />the resource is evaluated. The archaeological consultant shall <br />immediately notify the Director of the Community Development of the <br />encountered resources. <br />f. Should archaeological resources be encountered during construction, <br />the project developer shall consult with City and tribal representatives <br />to determine the appropriate disposition of findings. Mitigation <br />measures shall include one of the three alternatives below: <br />(i.) In -Situ Preservation: The project developer shall preserve <br />artifacts and resources as found and shall apply suitable <br />open space, capping, or monumentation to the site. The <br />project developer shall alter development plans to <br />accommodate this alternative, as necessary. <br />(ii.) Excavation/Recovery: The archaeological consultant shall <br />excavate the site, evaluate the site for historical <br />references, recover artifacts as appropriate, and cover the <br />site to preserve remaining artifacts. The project developer <br />shall maintain sufficient buffering between development <br />subsurface construction and the location of resources. <br />(iii.) Excavation/Removal: The archaeological consultant shall <br />excavate and recover the cultural resources as described <br />16 <br />
