II. GENERAL REQUIREMENTS <br />A. Stoneridge Drive Specific Plan Amendment/Staples Ranch <br />Utilities. <br />a. All utilities required to serve the proposed development shall be <br />installed underground, unless otherwise determined by the City <br />Engineer. <br />b. The project developer shall construct all on-site utilities, including any <br />public utility extensions and easements within a development site <br />necessary for Staples Ranch development that also serves the site. <br />2. Stormwater Flow Control Basin. The project developer shall be <br />responsible for a proportionate share of the stormwater flow control basin in <br />the Neighborhood Park, based on the percentage of total Staples Ranch <br />development impervious surface, including land acquisition, construction, <br />and basin landscaping and improvements in accordance to the <br />Neighborhood Park/Detention Basin Purchase, Funding and Improvement <br />Agreement (s). <br />3. Fencing by Caltrans' Right of Way. If permitted by Caltrans, the applicant <br />shall remove the existing chain link fence by the 1-580 and replace it with a <br />black, decorative open fence. The fence design shall be similar to the fence <br />design for the Caltrans' right of way proposed by Hendrick Automotive <br />Group (PUD -57). The height of the fence shall not exceed 6 feet and <br />barbwire shall not be allowed. Verification of Caltrans' approval/denial shall <br />be submitted to the Principal Planner prior to occupancy. The final fence <br />plan shall be subject to the review of the Principal Planner. If a new fence is <br />allowed, it shall be installed prior to the occupancy of any building on site. <br />4. Street Landscaping Planter. The landscaping planter between the <br />sidewalk and Stoneridge Drive shall be a minimum of 6 feet in width, <br />including the curb. <br />B. EIR Mitigation Measures <br />Fees. Unless otherwise stated in the Development Agreement, prior to the <br />issuance of a building permit, the project developer shall pay all traffic fees <br />applicable to the PUD, as listed in the EIR. Some intersection/roadway <br />improvements for which the project developer is responsible are not <br />currently included in the schedule of projects covered by the City of <br />Pleasanton Traffic Development Fee. The City of Pleasanton Traffic <br />Development Fee is being updated and it is anticipated that the projects for <br />which the project developer has responsibility will be included in the revised <br />E:3 <br />
