(v.) Permanent erosion and sediment controls (e.g., hydroseeding, <br />mulching, surface covers). <br />Project developers are encouraged to consider the following BMPs: <br />(i.) Incorporation of rain gardens or cisterns to reuse runoff for landscape <br />irrigation. <br />(ii.) Site design and landscape planning. <br />(iii.) Sand filters for parking lots and rooftop runoff. <br />(iv.) Frequent street and parking lot sweeping. <br />(v.) Media filter devices for rooftop drain spouts (including proprietary <br />devices). <br />(vi.) Biofiltration devices (bioretention features, swales, filter strips, and <br />others). <br />(vii.) Proprietary control measures (if supporting documentation is provided). <br />(viii.) Drain inlet filters. <br />Unless sufficient objective studies and review are available and supplied <br />with the WQMP to correctly size devices and to document expected <br />pollutant removal rates, the WQMP shall not include: <br />(i.) Hydrodynamic separator type devices as a BMP for removing any <br />pollutant except trash and gross particulates, and <br />(ii.) Oil and grit separators. <br />The WQMP shall not include infiltration BMPs unless they comply with <br />design guidelines and requirements specified in TC -1: Infiltration Basins in <br />the CASQA Stormwater Quality BMPs Handbook for New Development and <br />Significant Redevelopment (2003) or are specifically approved by the City <br />Engineer and shall meet Municipal NPDES Permit minimum requirements <br />including adequate maintenance and that the vertical distance from the <br />base of any infiltration device to the seasonal high groundwater mark shall <br />be at least 10 feet. <br />Each individual developer shall be responsible for implementation and <br />maintenance of BMPs. A BMP Monitoring and Maintenance Plan shall be <br />incorporated as part of the WQMP and shall include, at a minimum, inspection and <br />maintenance of all structural BMPs on the property, a report of non-structural BMP <br />inspection and compliance, and reporting requirements. The Monitoring and <br />Maintenance Plan must be approved by the City of Pleasanton City Engineer prior <br />to the beginning of occupancy. The Monitoring and Maintenance Plan can be <br />administered through lease agreements assigning responsibility to the occupants, <br />through the creation of a Community Services Authority (CSA) or by other means <br />as approved by the City. If property titles are transferred, the new owner shall be <br />responsible for their respective portion of the plan. <br />21. Water Supply. Prior to tentative map approval for the Staples Ranch Site, <br />sufficient water supply for the Staples Ranch Site must be verified by the City of <br />15 <br />
