g. A process for responding to, and tracking complaints pertaining to <br />construction activity, including identification of an on-site complaint <br />manager. <br />8. Construction Dust. The project developer shall implement the following measures <br />during all construction phases to reduce impacts associated with construction dust <br />to the extent feasible, as determined by the City Engineer. These measures shall <br />be incorporated into the construction documents describing procedures and <br />specifications for contractors to follow: <br />• Water all active construction areas at least twice daily. <br />• Cover all trucks hauling soil, sand, and other loose materials to or from the <br />Project Area or require all trucks to maintain at least two feet of freeboard. <br />• Pave, apply water three times daily, or apply (non-toxic) soil stabilizers on all <br />unpaved access roads, parking areas and staging areas at construction sites. <br />• Sweep daily (with water sweepers) all paved access roads, parking areas and <br />staging areas at construction sites. <br />• Sweep streets daily (with water sweepers) if visible soil material is carried onto <br />adjacent public streets. <br />• Hydroseed or apply (non-toxic) soil stabilizers to inactive construction areas <br />(previously graded areas inactive for ten days or more). <br />• Enclose, cover, water twice daily or apply (non-toxic) soil binders to exposed <br />stockpiles (dirt, sand, etc.). <br />• Limit traffic speeds on unpaved roads to 15 mph. <br />• Install sandbags or other erosion control measures to prevent silt runoff to <br />public roadways. <br />• Replant vegetation in disturbed areas as quickly as possible. <br />• Suspend excavation and grading activities to the extent feasible when <br />instantaneous wind gusts exceed 25 mph. <br />• Limit, to the extent feasible, the number of areas adjacent to residences subject <br />to excavation, grading and other construction activity at any one time. <br />9. Underground Service Alert. Prior to initiation of any on-site construction <br />activities, the project developer shall contact the Underground Service Alert (USA) <br />whose purpose is to receive planned excavation reports from public and private <br />excavators and to transmit those planned excavation reports to all participating <br />members of USA who may have underground facilities at the location of <br />excavation. The USA will contact local utilities and inform them that construction is <br />about to begin in their service area. This notice allows local utilities to mark the <br />areas where their underground facilities are located near the construction site so <br />that they may be avoided during project construction. <br />10. PG&E Gas Line. Prior to construction activities within 50 feet of the PG&E gas <br />line, the project contractor shall identify and demarcate the location of the natural <br />gas pipeline using highly visible markers that will remain in place throughout <br />project construction in the vicinity of the pipeline and ensure that all construction <br />workers are aware of the location of the line.
