sidewalk. The bus shelter shall be designed to allow for visibility of oncoming <br />buses, to offer safety and protection from the elements, to have adequate lighting, <br />and to allow for the display of maps and transit information. The location, <br />installation timing, and design of the bus shelter shall be determined by the City <br />Engineer. If the shelter is to be installed after occupancy, prior to occupancy the <br />property owner of the auto mall site shall bond for the construction of the shelter in <br />an amount and manner determined by the City Engineer. The bond amount shall <br />increase by annually to cover the general cost of inflation related to construction. <br />The annual inflationary increase shall be set to a standard index for the San <br />Francisco Bay Area, as determined by the City Engineer. <br />B. EIR Mitigation Measures <br />Lighting. The project developer for the auto mall shall design lighting systems to <br />provide appropriate light illumination for the proposed auto mall and protect <br />surrounding uses from spillover light and glare by incorporating the following <br />guidelines and specifications: <br />a. Prior to the issuance of a building permit, a lighting plan for the auto mall <br />that includes specifications for pylon signs, monument signs and exterior <br />lighting shall be submitted for review and approval by the Director of <br />Community Development. The plan shall include a photometric diagram, <br />prepared by a certified lighting professional, showing predicted maintained <br />lighting levels produced by the proposed lighting fixture facilities that <br />achieve the following during hours of operation at the auto mall: <br />(i.) The first row of light standards shall not exceed a foot candle level of <br />50.0 by the northern boundary and 35.0 by the eastern and southern <br />boundaries as measured at ground level. The foot candle level for the <br />remainder of the auto mall shall not exceed 10.0 foot candies as <br />measured at ground level, except: <br />• In designated display areas near each dealership where <br />merchandise is presented to customers, the foot candle level may <br />be up to, but not exceed, 30.0 at ground level; and <br />• At the senior continuing care community, foot candle spill over from <br />the auto mall shall not exceed 1.0 foot candle at ground level. <br />(ii.) Lighting fixtures for automobile sales and services shall not exceed <br />25 feet in height, for ground mounted poles, and up to 10 feet in height <br />for roof top parking. <br />(iii.) Lighting fixtures for parking and security purposes within the auto mall <br />that are adjacent to the senior continuing care community shall not <br />exceed 14 feet in height to reduce spill light directly on to the <br />residences at the community. <br />b. During non -operational evening hours at the auto mall, all exterior parking <br />lot lighting levels shall be designed such that they do not exceed 10 foot <br />candles. <br />!In <br />
