However, to further ensure safety, a condition requires <br />that the northernmost homes not be built until the slope bank is repaired or <br />unless the northernmost homes are built with pier and grade beam <br />foundations. Erosion control and dust suppression measures will be <br />documented in the improvement plans and will be administered by the <br />City's.Building and Safety Division and the Public Works Department. The <br />site is not located within an Alquist-Priolo Earthquake Fault Zone. The <br />flood hazard maps of the Federal Emergency Management Agency <br />(FEMA) indicate that the subject property is not located in a flood hazard <br />zone. Therefore, this finding can be made. <br />5. Streets and buildings have been designed and located to <br />complement the natural terrain and landscape: <br />The flat site has no constraints to either roads or buildings. The <br />residences are one- and two-story. The massing of homes is appropriate <br />given the adjoining, similar residences. The project site is at the terminus <br />of recently developed residential areas of the City. The curving streets <br />and short cul-de-sac's minimize monotony and the appearance of mass. <br />.,, New street and open space landscaping is also proposed. Therefore, <br />staff feels that this PUD finding can be made. <br />6. Adequate public safety measures have been incorporated into the <br />design of the plan. <br />The streets, gated entry, and EVA connections of the proposed <br />development are satisfactory and can be negotiated by fire and other <br />emergency vehicles. The new homes would be equipped with automatic <br />residential fire sprinklers. The homes would be required to meet the <br />requirements of the Uniform Building Code, Fire Code, other applicable <br />City codes, and State of California energy and accessibility requirements. <br />Therefore, staff believes that this finding can be made. <br />7. The plan conforms to the purposes of the PUD District. <br />The proposed PUD development plan conforms to the purposes of the <br />PUD district. One of these purposes is to ensure that the desires of the <br />developer and the community are understood and approved prior to <br />commencement of construction. The proposed project implements the <br />purposes of the PUD ordinance in this case by providing a medium - <br />density senior housing project that is well-designed and sited on the <br />subject property, that fulfills the desires of the applicant, and that meets <br />the City's General Plan goals and policies, including those promoting <br />special -housing needs of the elderly.
