Attachment 1 RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON, APPROVING THE AGREEMENT FOR PARTICIPATION IN THE ALAMEDA COUNTY OPERATIONAL AREA EMERGENCY MANAGEMENT ORGANIZATION WHEREAS, the President in Homeland Security Directive-5, directed the Secretary of the Department of Homeland Security to develop and administer a National Incident Management System, which would provide a consistent nationwide approach for federal, state, local and tribal governments to work together more effectively and efficiently to prevent, prepare for, respond to, and recover from disaster, regardless of the cause, size or complexity; and WHEREAS, California pioneered the development of standardized incident management systems to respond to a variety of catastrophic disasters, including fires, earthquakes, floods and landslides; and WHEREAS, California was the first state to adopt a statewide Standardized Emergency Management System for use by every emergency response organization, and implemented a system to ensure the continual improvement of the Standardized Emergency Management System; and WHEREAS, it is essential for responding to disasters that federal, state, local and tribal organizations utilize standardized terminology, standardized organization structures, interoperable communication, consolidated action plans, unified command structures, uniform personnel qualification standards, uniform standards for planning, training and exercising comprehensive resource management, and designated incident facilities during emergency or disaster; and WHEREAS, the California Standardized Emergency Management System substantial meets the objectives of the National Incident Management System; and WHEREAS, the Operational Area is part of the Standardized Emergency Management Structure referenced in the California Emergency Services Act. NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: SECTION 1. Authorizes continued utilization of the National Incident Management System which shall be consistent with the integration of the National Incident Management System and the Standardized Emergency Management System in California. SECTION 2. Authorizes participation in the Alameda County Operational Area Emergency Management Organization. SECTION 3. City Clerk shall certify to the passage of this resolution and enter it into the book of original resolutions. PASSED, APPROVED AND ADOPTED by the City Council of the City of Pleasanton at a regular meeting held on December 19, 2017.
