No building permit shall be issued or lot sold for any of the new homes within this <br />project until after the new elementary and middle schools, anticipated to be open by fall, <br />2000, are operational, except that a building permit may be issued for Lot 4 to the owner <br />who will occupy the home. The Phoebe Apperson Hearst School shall be open prior to <br />the owner occupancy of the dwelling on Lot 4. <br /> <br />13. Lots #2 and #3 shall be subject to the uses ofthe R-I-20,000 zoning district and <br />Lots #4 and #1 shall be subject to the uses ofthe R-I-40,000 zoning district, <br />except as modified by the design guidelines. <br /> <br />14. The applicant shall comply with the recommendations of the geotechnical report <br />prepared by Terrasearch dated September 3,1996. The applicant's geotechnical <br />consultant shall review and approve all foundation, retaining wall, and drainage <br />geotechnical aspects of the final development plans to ensure that the <br />recommendations have been properly incorporated into the development. The <br />consultant shall certify by writing on the plans or as otherwise acceptable to the <br />Director of Building Inspection that the final development plan is in conformance <br />with the geotechnical report approved with the project. <br /> <br />15. The applicant shall provide all buyers with copies of the project conditions of <br />approval and design guidelines. Reference to the conditions and design guidelines <br />shall be made in the deed for the properties, subject to the approval of the City <br />Attorney. <br /> <br />16. All site improvements and construction activities shall be limited to the hours of <br />8:00 a.m. to 5:00 p.m., Monday through Saturday, excluding Federal holidays, <br />while the Greenbriar project is under construction. When the Greenbriar project is <br />completed, the construction hours shall be 8:00 a.m. to 5:00 p.m., Monday through <br />Friday, excluding Federal holidays. Interior improvements may be constructed <br />during other hours if approved by the Planning Director. All construction <br />equipment must meet DMV noise standards and shall be equipped with muffling <br />devices. <br /> <br />17. At no time shall campers, trailers, motor homes, or any other vehicle be used as <br />living or sleeping quarters on the construction site. All such vehicles shall be <br />removed from the site at the end of each work day. <br /> <br />18.
