Resolution No. PC-99-52 Page 8 35. The developer shall pay any and all fees to which the property may be subject prior to issuance of building permits. The type and amount of the fees shall be those in effect at the time the building permit is issued. 36. If signing for the development is desired, a comprehensive signing program shall be submitted to the Planning Director for consideration under separate application. 37. Unless a phasing plan for improvements is approved by the Planning Director, the applicant shall complete all of the on-site improvements at one time (including all improvements around future building pads). 38. All site improvements activities shall be limited to the hours of 8:00 a.m. to 5:00 p.m., Monday through Friday. Construction shall not be permitted on Federal holidays. All construction equipment must meet DMV noise standards and shall be equipped with muffling devices. 39. The height of the structure(s) shall be surveyed and verified as being in conformance to the approved building height as shown on Exhibit "A" or as otherwise conditioned. Said verification is the applicant's responsibility, shall be performed by a licensed land surveyor or civil engineer, and shall be completed and provided to the Planning Department before the first framing or structural inspection by the Building Department. 40. At no time shall campers, trailers, motor homes, or any other vehicle be used as living or sleeping quarters on the construction site. All such vehicles shall be removed from the site at the end of each work day. 41. Final inspection by the Planning Department is required prior to occupancy of the dwelling unit above the garage. 42. If archeological materials are uncovered during grading, trenching, or other on-site excavation, all work on site shall be stopped and the City immediately notified. The county coroner and the Native American Heritage Commission shall also be notified and procedures followed as required in Appendix K of the California Environmental Quality Act. A similar note shall appear on the improvement plans. 43. Portable toilets used during construction shall be kept as far as possible from existing residences and shall be emptied on a regular basis as necessary to prevent odor.
