The streets and buildings have been designed and located to <br />complement the natural terrain and landscape. <br /> <br />The proposed development ofthe site has been designed to be consistent with the <br />requirements of the Happy Valley Specific Plan. A primary factor in determining <br />the location of streets has been to establish an alignment that allows for the <br />connection of the proposed access road to the future Bypass Road. The proposed <br />streets have been designed to take advantage of the on- and off-site characteristics <br />to fully complement the surrounding area. <br /> <br />6. Adequate public safety measures have been incorporated into the <br />design of the plan. <br /> <br />Through the provisions of the Happy Valley Specific Plan and the proposed <br />conditions of approval, all public safety measures will be addressed. The <br />proposed drainage system will help alleviate existing downstream flooding <br />problems, the geotechnical review has shown that the proposed design of the <br />grading plan is adequate and provisions to address the earthquake fault has been <br />incorporated into the project, and the proposed design ofthe street system, <br />including the installation of EVA's, will create a safe circulation pattern. <br /> <br />7. The plan conforms to the purposes ofthe PUD District. <br /> <br />The development of the existing PUD zoning designations for the Happy Valley <br />area recognized the fact that the parcels in the area are irregularly shaped and that <br />the PUD zoning district, through the requirements of the specific plan, was needed <br />in order to develop a comprehensive plan to facilitate the development in a <br />reasonable and orderly manner. The proposed PUD plan sets forth the parameters <br />for the future development in a manner consistent with the Happy Valley Specific <br />Plan and through the conditioning of the subject PUD development plan, the <br />proposed project will substantially confirm to the requirements of the Happy <br />Valley Specific Plan. <br /> <br />WHEREAS, the Planning Commission finds that the proposed PUD development plan is <br />consistent with the General Plan and the Happy Valley Specific Plan. <br />
