Zone Objectives <br /> The Zone is a pilot economic development zone designed to establish a vision and <br /> policy framework for the area with the purpose of encouraging investment in a highly-visible part <br /> of the City. The Zone is the first economic development zone proposed by the City and is <br /> anticipated to be a model for future economic development zones. <br /> The following are the objectives for the Zone and associated General Plan <br /> Amendment and rezonings, as presented in the SEIR: <br /> 1. Provide a consistent framework for the City's review and approval of new <br /> uses and projects in the area of the proposed Zone, encouraging investment in and adding value to <br /> these properties; <br /> 2.
