B. Introduction <br /> The SEIR addresses the environmental impacts associated with the adoption and <br /> implementation of the City of Pleasanton Johnson Drive Economic Development Zone and related <br /> General Plan land use amendment and rezonings (referred to collectively hereinafter as the "Zone" <br /> or"EDZ"). The SEIR was prepared in accordance with the California Environmental Quality Act, <br /> Public Resources Code §21000 et seq. ("CEQA") and the implementing regulations set forth in the <br /> Code of California Regulations, Title XIV, §15000 et seq. (the "CEQA Guidelines"). The SEIR is <br /> a supplement to the City of Pleasanton General Plan 2005-2025 program EIR(State Clearinghouse <br /> No. 2005122139), certified in 2009 (General Plan EIR); and the Supplemental EIR for the City's <br /> proposed Housing Element, Climate Action Plan, and associated General Plan Amendment and <br /> Rezonings(State Clearinghouse No. 2011052002), which updated several areas of the General Plan <br /> EIR technical analyses and was certified in 2012 (2012 SEIR) as provided for under CEQA <br /> Guidelines §§15162 and 15163. These findings, as well as the accompanying Statement of <br /> Overriding Considerations in Section II, have been prepared to comply with the requirements of <br /> CEQA. <br /> C. Description and Objectives of the Zone <br /> 1. Description of the Zone <br /> Zone Location <br /> The City of Pleasanton is located within Alameda County, one of nine Bay Area <br /> counties bordering the San Francisco Bay. The City of Pleasanton is generally bounded to the <br /> west by the Pleasanton ridgelands, to the north by Interstate 580 (I-580) and the city of Dublin, to <br /> the east by the city of Livermore, and to the south by City and County of San Francisco Water <br /> Department lands and other rangelands. Interstate 680 (I-680) bisects the western portion of the <br /> City, intersecting I-580 in its northwestern corner. The incorporated city limits of Pleasanton <br /> include a 22.4-square mile (14,300-acre) area over which Pleasanton exercises police powers <br /> including zoning control. <br /> The Pleasanton Sphere-of-Influence consists of a 42.2-square mile (27,200-acre) <br /> area adopted by the Alameda County Local Agency Formation Commission ("LAFCO") and <br /> represents the probable ultimate physical boundary and service area of Pleasanton. The Sphere-of- <br /> Influence contains unincorporated lands over which Alameda County has zoning control, as well as <br /> lands incorporated within the city limits of Pleasanton. <br /> The Pleasanton Planning Area("Planning Area") encompasses a 75-square mile <br /> (48,000-acre) area within which the City designates the future use of lands "bearing a relation to <br /> the city's planning."1 The General Plan Map designates land uses for the entire Planning Area even <br /> though much of this land is unincorporated and lies within the jurisdictional authority of Alameda <br /> County. <br /> 1 Definition of"Planning Area"by the Governor's Office of Planning and Research,General Plan Guidelines <br /> (1998). <br /> 4 <br />
