Cultural Resources <br /> Impact 4.E-2b <br /> Development facilitated by the proposed Zone has the potential to cause a <br /> substantial adverse change in the significance of an archaeological resource pursuant to CEQA <br /> Guidelines §15064.5. <br /> The SEIR evaluates the impacts of the proposed Zone on archaeological resources. <br /> Some sites that would be developed may have only been minimally disturbed in the past and they <br /> may contain unknown archaeological resources,the disturbance of which could therefore cause a <br /> substantial adverse change in the significance of a unique archaeological resource pursuant to <br /> §15064.5 of the CEQA Guidelines. <br /> Significance Before Mitigation: Significant <br /> Significance After Mitigation: Less than Significant <br /> Finding: Changes have been incorporated into the proposed Zone that would avoid <br /> the significant environmental effect as identified in the SEIR. Mitigation Measure <br /> 4.E-5,which has been incorporated into the proposed Zone, will reduce the <br /> significant environmental impact to a less-than-significant level. <br /> Facts in Support of Finding: The following facts and mitigation measure indicate <br /> that the impact will be reduced to less than significant. <br /> 1. The proposed Zone is located in Holocene-aged alluvial deposits, a geologic <br /> formation that has a high potential for buried archaeological resources. <br /> Previous disturbance from the channelization of Alamo Creek, construction <br /> of the I-680 and I-580 freeways, and existing development throughout the <br /> area of the proposed Zone indicates that any sensitivity for buried prehistoric <br /> archaeological resources in the area has been significantly reduced; however, <br /> unknown archeological resources may be present underground within the <br /> area of the proposed Zone. <br /> 2. Implementation of Mitigation Measure 4.E-5 set forth in Table 6-1 of the <br /> Final SEIR and listed in the MMRP will ensure that Impact 4.E-2b would <br /> be reduced to a less-than-significant level and is hereby incorporated by <br /> reference and described below. <br /> Mitigation Measure 4.E-5: Archeological Resources. If prehistoric or historic- <br /> period archaeological resources are encountered during ground disturbing activities <br /> for a project under construction within the EDZ,the construction contractor shall <br /> 31 <br />
