PLANNING COMMISSION CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. PC-98-3l RESOLUTION RECOMMENDING APPROVAL OF THE ENVIRONMENTAL IMPACT REPORT, ENVIRONMENTAL IMPACT REPORT MITIGATION MONITORING PROGRAM, CEQA FINDINGS, AND STATEMENT OF OVERRIDING CONSIDERATIONS PREPARED FOR THE HAPPY VALLEY GENERAL PLAN AMENDMENT, SPECIFIC PLAN, AND PREZONING WHEREAS, the City of Pleasant on is considering a General Plan Amendment, Specific Plan, and prezoning for the 860-acre Happy Valley site located south of Sycamore Road in the vicinity of Alisal Street and Happy Valley Road (collectively "the project"); and WHEREAS, the City of Pleasanton provided proper public notice of availability of the Draft Environmental Impact Report for the project; and WHEREAS, the City of Pleasant on has accepted and responded to comments to the Draft Environmental Impact Report from public agencies having jurisdiction by law, persons having special expertise with respect to any environmental impact involved, and other persons and organizations having an interest in the project; and WHEREAS, the Final Environmental Impact Report has been prepared and contains the Draft Environmental Impact Report, comments and recommendations received on the Draft Environmental Impact Report, and the responses of the City of Pleasant on to significant environmental points raised in the review and consultation process; and WHEREAS, the City of Pleasanton has provided proper notice of completion of the Final Environmental Impact Report for the project; and WHEREAS, the Planning Commission of the City of Pleasanton met on April 22, 1998, and April 29, 1998, and held a public hearing upon the completeness and adequacy of the Final Environmental Impact Report, the EIR Mitigation Monitoring Program intended to implement the various EIR mitigation measures; the CEQA findings; and statement of overriding considerations for the anticipated project impacts.
