<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-98-3l <br /> <br />RESOLUTION RECOMMENDING APPROVAL OF THE ENVIRONMENTAL <br />IMPACT REPORT, ENVIRONMENTAL IMPACT REPORT MITIGATION <br />MONITORING PROGRAM, CEQA FINDINGS, AND STATEMENT OF <br />OVERRIDING CONSIDERATIONS PREPARED FOR THE HAPPY VALLEY <br />GENERAL PLAN AMENDMENT, SPECIFIC PLAN, AND PREZONING <br /> <br />WHEREAS, the City of Pleasant on is considering a General Plan Amendment, Specific Plan, <br />and prezoning for the 860-acre Happy Valley site located south of Sycamore Road <br />in the vicinity of Alisal Street and Happy Valley Road (collectively "the project"); <br />and <br /> <br />WHEREAS, the City of Pleasanton provided proper public notice of availability of the Draft <br />Environmental Impact Report for the project; and <br /> <br />WHEREAS, the City of Pleasant on has accepted and responded to comments to the Draft <br />Environmental Impact Report from public agencies having jurisdiction by law, <br />persons having special expertise with respect to any environmental impact <br />involved, and other persons and organizations having an interest in the project; <br />and <br /> <br />WHEREAS, the Final Environmental Impact Report has been prepared and contains the Draft <br />Environmental Impact Report, comments and recommendations received on the <br />Draft Environmental Impact Report, and the responses of the City of Pleasant on <br />to significant environmental points raised in the review and consultation process; <br />and <br /> <br />WHEREAS, the City of Pleasanton has provided proper notice of completion of the Final <br />Environmental Impact Report for the project; and <br /> <br />WHEREAS, the Planning Commission of the City of Pleasanton met on April 22, 1998, and <br />April 29, 1998, and held a public hearing upon the completeness and adequacy of <br />the Final Environmental Impact Report, the EIR Mitigation Monitoring Program <br />intended to implement the various EIR mitigation measures; the CEQA findings; <br />and statement of overriding considerations for the anticipated project impacts. <br />
