She expressed frustration noting the project will increase existing <br /> problems. <br /> Ed Broome commented on the project being "unremarkable" in its design and mass and said it will <br /> contribute to the overall improvement of the neighborhood. He commented on the history of the <br /> property noting Council cannot take that into consideration, but addressed the issue of parking. <br /> During a previous Planning Commission, the use of the garage, for parking, was addressed. The <br /> • applicant had no intention of using the garage for parking. He said approval of the project will <br /> continue the condition of deferred maintenance and urged Council to uphold the Planning <br /> Commission's decision. Mr. Broome added the applicant has not followed the Planning <br /> Commission's recommendations and opposed the project. <br /> David Robles reported living in the house for 38 years and accumulating a lot of stuff, as they are <br /> a big family. He explained the need for more space and reported meeting all the requirements of <br /> City staff. Mr. Robles reported they are foster parents and some of the kids have had problems, <br /> but have addressed them. <br /> Joe Cravotta reported the project would address all the concerns relative to landscaping and adds <br /> value to the neighborhood. He addressed his qualifications and experience and noted he has an <br /> A+ rating with the Better Business Bureau. Mr. Cravotta stated the applicant has worked closely <br /> with staff and reported a condition requiring parking in the garage, noting the Robles's are <br /> clearing it out. <br /> Mayor Thorne closed the public hearing. <br /> Councilmember Brown noted the house is currently approximately 1600 square feet and asked <br /> regarding the number of existing bedrooms. Associate Planner Luchini reported the house <br /> currently, has four bedrooms and two bathrooms. Councilmember Brown stated neighbors are <br /> concerned with the number of people coming and going now. <br /> Councilmember Pentin referenced the tree report and asked if the City has agreed. Associate <br /> Planner Luchini responded, affirmatively. <br /> Councilmember Pentin stated the project needs more time to be vetted. <br /> Councilmember Brown thanked the public for attending and noted the importance of public <br /> feedback but noted some of the comments received cannot be used in Council's decision <br /> process. She expressed concern with the scale of the proposed project and stated when the two <br /> heritage trees are removed, it will increase the visual impact to neighborhood. She appreciated <br /> the applicant wanting to improve their home, but did not believe this is a good project for the <br /> neighborhood. She hoped the applicant will improve the plans, landscape the site and make it a <br /> project which the neighbors will also be proud of. <br /> Mayor Thorne agreed with Councilmember Brown's comments and stated the Planning <br /> Commission made the right decision.
