• <br /> Ms. Inman explained Unity Day promotes kindness against bullying and this year, the focus,is on <br /> uniting everyone together, across the community. She reported ribbons will be tied throughout the <br /> City and high schools will have banners where students will pledge to stand together. Television <br /> commercials, through the schools' journalism program, will be running, and a "Kindness Rocks" <br /> program will be implemented at middle schools. "Be kind" stickers will be distributed at elementary <br /> schools. <br /> 9. Public Comments <br /> Joe Cunningham asked Council to consider installing strip lights at the corner of Valley Trails and <br /> Carlsbad Court/Way, to warn drivers when a pedestrian wants to cross the street, as it is a blind <br /> corner. He also noted the City's water bills are high and wondered if Council would consider <br /> having a station where residents:could collect reclaimed water. <br /> Mayor Thorne requested that staff follow up with Mr. Cunningham on the matter. <br /> Robert Cox, owner, Old Town Antiques, reported he has been forced to move from the front, to <br /> the back of the building they are in, andhave been putting small, A-frame signs on the sidewalk.to <br /> attract customers. He wasItold by Code Enforcement, they cannot be used on the sidewalks,-and <br /> asked regarding the possibility of Council granting him a temporary variance (six months) to let <br /> people know they are still there. <br /> MayorThorne referred him to City staff. <br /> PUBLIC HEARINGS AND.OTHER MATTERS <br /> Items No. 10 and 11 were heard in reverse order. <br /> 11. PUBLIC HEARING: P17-0372, 3552 Yellowstone Court — Consider the appeal filed by Ray and <br /> Sue Robles of a Planning Commissiondecision denying a Design Review to convert an existing <br /> unconditioned loft into an approximately 720-square-foot second-story addition and to increase <br /> the roof height of the existing residence from 20 feet to 25 feet <br /> Associate Planner Eric Luchini presented the staff report addressing location of the proposed <br /> project and surrounding uses, project timeline and key events, appeal of the Zoning <br /> Administrator's decision, consideration by and determination of the Planning Commission, existing <br /> conditions, proposal comparisons, floor plan, elevations, Yellowstone Court comparisons, <br /> Planning Commission action and specific areas of concern, Council options, conclusions and <br /> recommendations. <br /> Councilmember Brown noted the project, at one point, was an eight-bedroom house and now the <br /> proposal is for a six-bedroom house. She askedabout specific changes including what those <br /> rooms will be used for. <br /> Associate Planner Luchini addressed the floor plan of the original proposal, explained_ the <br /> changes and noted the reductions. The new proposal calls for three bedrooms on the first floor <br /> and.three on the second floor.
