<br />, <br /> <br />Resolution No. PC-98-16 <br />Page 2 <br /> <br />The site of the proposed use is located in the Black Avenue Professional Offices <br />complex, which is zoned Office District. One purpose of the Office Zoning <br />District is to establish and maintain in portions of the City the high standards of <br />site planning, architecture and landscape design sought by many business and <br />professional offices. Another purpose is to protect offices from the noise, <br />disturbance, traffic hazards, safety hazards, and other objectionable influences <br />incidental to certain commercial uses. As proposed, the business will not alter in <br />any way the exterior of the office building so as to detract from its architectural <br />features. In addition, the school expansion use will not interfere with surrounding <br />uses' ability to operate. The anticipated number of employees and students will <br />not generate any unusual demands on existing parking for the building or the <br />surrounding properties. As conditioned, the proposed use will be compatible with <br />adjacent office uses located within the building. <br /> <br />B. The proposed location of the conditional use and the conditions under <br />which it would be operated or maintained will not be detrimental to the <br />public heath, safety, or welfare, or materially injurious to the properties or <br />improvements in the vicinity. <br /> <br />The proposed school will be contained completely within the building on the site. <br />Sufficient parking, ample traffic capacity, adequate separation from the residential <br />neighborhoods, maintenance of noise levels, and safety and security within the <br />premises have been provided or conditioned. All streets around the site are <br />designed per City standards to provide safe ingress and egress into and out of the <br />site. Furthermore, the existing Carden West School has been operating from the <br />adjacent property for the past 9 years without any apparent adverse impacts on the <br />surrounding uses. Conditions have been included that would require the <br />applicants to mitigate future nuisances as a result of the proposed use. <br /> <br />C.
