She felt it
is a mistake as it is the only way people have access to what is happening within the zone. She
asked for Council's support to encourage them to continue broadcasting their meetings for
increased transparency.
Mayor Thorne stated he will ask Council to consider sending a letter to Zone 7 during Matters
Initiated by Council.
PUBLIC HEARINGS AND OTHER MATTERS
14. Review 2017 Community Survey results
Director of Library Services Heidi Murphy provided details of the staff report addressing
background and the purpose of community surveys. She introduced Curt Below, with FM3; listed
his experience and deferred to him for a report.
Curt Below presented results of the survey addressing the survey methodology.
Councilmember Brown commented on the similarity of responses of people with H1B Visas, who
are new to the country, who are not registered voters and people on voter rolls. Mr. Below
reported they tend to rank resources in similar manners although specifically, people with H1B
visas are not called out. Councilmember Brown asked whether people without land lines are being
appropriately questioned and Mr. Below reported 58% of interviews conducted were on cell
phones.
Mr. Below continued with the presentation addressing high quality -of -life ratings and comparison
with other California communities, results by demographics, belief the City is an excellent place to
raise children, results related to safety, demographic distinctions, changes in attitude by
demographics, top concerns facing Pleasanton including growth and its effects, verbatim
responses, traffic and cost -of -living issues, concerns by renters versus homeowners, concerns
related to overall traffic and development, attitudes toward City government, voters' ratings of City
services, areas for improvement, additional priorities, satisfaction with the quality of development
and protecting City services and nature as important goals for planning. He addressed assessing
City services, grouping City services, top priorities, ratings related to parks, services and
programs; business development, biking and hiking trails; and, levels of satisfaction relative to
police and fire protection services and 911 emergency response services.
Councilmember Pentin noted there are several 10% or better ratings of people that do not know
and asked whether that would skew the numbers. Mr. Below responded affirmatively and reported
the numbers are combined first and the "do not knows" are taken out.
Mr. Below reported there is room for improvement in traffic flow management and on important
services such as water quality and supply. He addressed contact with City department and
facilities and noted City workers continue to get high marks, all around. Additionally, nine in ten
respondents were satisfied with the service they received. He indicated parks are the most -used
City offering.
In response to Councilmember Pentin's inquiry, Mr. Below reported he will share information
regarding the demographics of users, separately.
City Council Minutes Page 3 of 5 October 17, 2017
