Mitigation Measure 4.D-2: I-680 Northbound and Southbound Ramp Merge/Diverge <br />Areas at Stoneridge Drive. Construct improvements, such as the second phase of I - <br />680/I -580 interchange improvements, widening of State Route 84, and other planned <br />roadway system modifications that would relieve freeway congestion in the study area <br />where feasible. <br />Site(s) affected: All sites within the proposed Zone (Phase I and Full Buildout). <br />(Draft SEIR, pp. 4.D-52 to 4.D-53.) <br />Impact 4.D-7 <br />Development facilitated by the proposed Zone would affect levels of service for <br />freeway ramps at merge/diverge areas within I-680 under Far -term (Cumulative) plus Project <br />conditions. <br />The SEIR evaluates the impact of the proposed Zone related to levels of service for <br />freeway ramps at merge/diverge areas within I-680. <br />Significance Before Mitigation: Significant <br />Significance After Mitigation: Significant and Unavoidable <br />Finding: Changes have been incorporated into the proposed Zone that would <br />substantially lessen this impact, however, the changes would not reduce this impact <br />to a less -than -significant level. Mitigation Measure 4.D-2 is incorporated into the <br />proposed Zone. <br />Facts in Support of Finding: The following facts and mitigation measure indicate <br />that the impact will not be reduced to less than significant. <br />1. The addition of traffic that would be generated by the Zone under Phase I and <br />full buildout would further degrade operations of already deficient freeway <br />segments and would either result in or worsen LOS F conditions at the I-680 <br />northbound and southbound ramp merge/diverge areas at Stoneridge Drive. <br />2. Implementation of Mitigation Measure 4.D-2 set forth in Table 6-1 of the Final <br />SEIR and listed in the MMRP will reduce the severity of Impact 4.D-7; as <br />discussed in the SEIR, even with implementation of this mitigation measure, <br />this impact would not be reduced to a less -than -significant level because the <br />improvement described in Mitigation Measure 4.D-2 is within Caltrans right- <br />of-way and requires substantial Caltrans design review and oversight, and is not <br />under the control of the City. Therefore, because the timing of Mitigation <br />Measure 4.D-2 is not certain at this time, the measure is not legally feasible, <br />though the measure is physically feasible. This mitigation measure is hereby <br />incorporated by reference and described above under Impact 4.D-5. <br />Site(s) affected: All sites within the proposed Zone (Phase I and Full Buildout). <br />52 <br />
