CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br /> ALAMEDA COUNTY, CALIFORNIA <br /> <br /> ORDINANCE NO. 641 <br /> <br /> AN URGENCY ORDINANCE SUSPENDING THE GRANTING OF BUILDING <br /> PERMITS WHICH WILL GENERATE SEWAGE WITHIN THAT PORTION OF <br /> THE CITY OF PLEASANTON TRIBUTARY TO THE SEWAGE TREATMENT <br /> PLANT OF THE VALLEY COMMUNITY SERVICES DISTRICT. <br /> <br /> THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES ORDAIN AS FOLLOWS: <br /> <br /> I. <br /> SUSPENSION OF BUILDING PERMITS <br /> <br /> The Building Official for the City of Pleasanton is hereby <br /> instructed to refuse to grant building permits within that portion <br /> of the City of Pleasanton tributary to the sewage treatment plant <br /> of the Valley Community Services District, said refusal to contime <br /> <br /> pending a finding by the City Council, based upon and consistent <br /> <br />';with data supplied by the Valley Community Services District, of <br /> capacity within the sewage treatment plant of Valley Community <br /> Services District such as will accommodate additional sewage dis- <br /> charge from that portion of the City of Pleasanton tributary to <br /> the sewage treatment plant of Valley Community Services District. <br /> <br /> II <br /> URGENCY CLAUSE <br /> <br /> This ordinance shall become effective immediately upon its <br /> adoption. The immediate effectiveness hereof is necessary in <br /> order to preserve and protect the health, safety and general wel- <br /> <br /> fare of the residents of the City of Pleasanton in that it appears,~ <br />~based upon data supplied by Valley Community Services District, <br /> that sewage discharges into its sewage treatment plant are presents <br /> <br />!}ly considerably in excess of the capacity of the plant, that <br /> <br /> already granted but as yet unrelied upon building permits will add <br />iito this excess and to violations of Regional Water Quality Control <br /> <br /> <br />
