Advisory Committee Recommendation <br /> The review of the proposal by the Open Space Advisory Committee involved a submittal <br /> package and a presentation by EBRPD, and input from Committee members in <br /> attendance at the meeting on September 15, 2017. Certain members of the Open <br /> Space Advisory Committee objected to authorizing contribution of the full $600,000 <br /> request due to the relatively high cost of the property on a per acre basis and a desire to <br /> use funding primarily for open space acquisition (as opposed to the acquisition of <br /> structures). However, the motion for contributing $100,000 towards the purchase <br /> generated unanimous support among voting members of the Open Space Advisory <br /> Committee. <br /> To authorize funding, the City of Pleasanton and the County must determine only <br /> whether the funding request is consistent with the criteria set forth in Subsection 7.4.2. <br /> of the settlement agreement, which states that first priority for the acquisition of land <br /> should be land having significant value for preservation of native biological diversity <br /> and/or wildlife habitat, and second priority of land acquisition should be properties <br /> having significant value for visual character and/or non-motorized recreation. In addition <br /> to the desired land values described above, a land acquisition proposal cannot be a <br /> requirement set forth as a condition of project approval (where protection of the open <br /> space would occur regardless of investment of Altamont Landfill Settlement Agreement. <br /> funds).
