CITY COUNCIL AGENDA REPORT <br /> October 17, 2017 <br /> Human Resources <br /> TITLE: ADOPT A RESOLUTION APPROVING THE PROPOSED PAY SCHEDULE <br /> AND AMENDING THE MANAGEMENT AND CONFIDENTIAL EMPLOYEE <br /> PERFORMANCE COMPENSATION PLAN <br /> SUMMARY <br /> Compensation for management and confidential employees is discussed with Council <br /> each fiscal year. As management and confidential employees are not covered under a <br /> collective bargaining agreement, recommendations for adjustments are brought to <br /> Council for consideration. The California Code of Regulations provision implementing <br /> the California Public Employees' Retirement Law requires adoption by a member <br /> agency's governing body of pay schedules of its employees. City Council approval of <br /> the pay schedules for this particular group plus ratification of amendments to the <br /> Management Compensation Plan providing additional City contributions into a deferred <br /> compensation plan and additional employee medical contributions are being <br /> recommended by staff. <br /> RECOMMENDATION <br /> Adopt a resolution approving a 3 percent increase to the Management and Confidential <br /> control points, allowing for a performance-based salary increase pool of no more than <br /> $434,107 and ratifying amendments of the provisions of the Management and <br /> Confidential Compensation Plan to include an additional City contribution of .5 percent <br /> of base wages into a deferred compensation plan and an additional employee <br /> contribution of $25 per month for family medical coverage. <br /> FINANCIAL STATEMENT <br /> The financial impact as a result of the implementation of the recommended 3 percent <br /> increase, performance-based salary pool, and increased deferred compensation <br /> contribution is a cost of approximately $488,000 over a 12-month period with $388,800 <br /> in fiscal year 2017/2018. <br />
