THE CITY OFI I <br /> CITY COUNCIL AGENDA REPORT <br /> LEASANTON� <br /> October 17, 2017 <br /> Engineering <br /> Operations Services <br /> TITLE: INTRODUCE AN ORDINANCE TO AMEND MUNICIPAL CODE CHAPTERS <br /> 14.04 AND 14.08 TO ADD THE WATER SUBMETER REQUIREMENT FOR <br /> MULTIUNIT STRUCTURES FROM SENATE BILL 7 <br /> SUMMARY <br /> During the recent drought, the California legislature determined that individuals are <br /> more likely to conserve water when they can track their own usage. To enable persons <br /> living in multifamily residential dwellings to monitor their own water use, Senate Bill 7 <br /> requires multiunit residential structures with two or more dwelling units to have each <br /> residence either individually metered or submetered. Amendments are needed to <br /> Municipal Code Chapters 14 04 and 14.08 to incorporate these submetering <br /> requirements. Per state law, such submeters will be installed, maintained, and read by <br /> each property owner. The property owner is responsible to notify each of their tenants of <br /> their water usage. The City will read the main meter and bill the property owner only. <br /> The property owner may collect funds from each residential tenant, but only in the <br /> amount that covers the cost of the water supplied by the City and other charges allowed <br /> by SB 7. The City will have no responsibility regarding the submeters, other than to <br /> make sure they are installed before occupancy of a development. All water meter <br /> service fees (City and Zone 7) will be based upon the City meter installed. There will be <br /> no fees associated with the submeters. <br /> RECOMMENDATION <br /> Introduce the attached ordinance to amend the municipal code to incorporate the <br /> submetering requirements of SB 7. <br /> FINANCIAL STATEMENT <br /> The municipal code submetering changes will have no financial impact on the City. <br /> Developers will continue to pay fees and connection charges for individual water <br /> meters. SB 7 places the entire burden of submeter installation, maintenance, reading <br /> and allocation of water costs on private property owners. <br />
