Mr. Robles <br /> clearly stated during this hearing that he cannot control who resides in his own home, citing multiple friends of <br /> a current renter who come in and out of the house,and further stating that various individuals who have been <br /> arrested in the home were staying at the residence as guests of their youngest son. There is also no guarantee <br /> that their youngest son,of whom is the father of some of the grandchildren the appellants are raising, will not be <br /> back to reside and bring additional `temporary"residents into the home. The owners (appellants) take no <br /> responsibility for who enters or resides in their home, further escalating our privacy concerns(see HEALTH <br /> AND SAFETY CONCERNS below). Given these reasons, and all of the reasons already cited in your report, <br /> we do not see ANY north side window as acceptable allowances. <br /> TITLE 24 COMPLIANCE <br /> The appellant cites in the final paragraph of their appeal: "a window will probably be needed on that north side <br /> for either efficient lighting and or natural ventilation in one form or another", however, renderings were offered <br /> at the initial hearing on May 25, 2017 of three(3)different options in which the appellant can keep the same <br /> number of bedrooms and essentially the same layout without north facing windows that would allow for a <br /> window and egress in each room. It is common knowledge that there are multiple options for layouts when <br /> designing a space that does not currently exist. The following options have the same wall placements of the <br /> appellants' existing drawings, showing that movement of the windows CAN be done while still meeting their <br /> concerns of"efficient lighting and or natural ventilation" (see Figure 5-7). Please note, their request for <br /> "natural ventilation"speaks to the fact that they intend to have their windows open, thus making frosted <br /> 5 of 13 <br />
