THE CITY OF gi <br /> ®'- CITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> October 3, 2017 <br /> Community Development <br /> Planning Division <br /> TITLE: 3552 YELLOWSTONE COURT— CONSIDER AN APPEAL OF THE <br /> PLANNING COMMISSION'S DENIAL OF AN ADMINISTRATIVE <br /> DESIGN REVIEW (ADR) APPLICATION TO: (1) CONVERT AN <br /> EXSITING UNCONDITIONED LOFT INTO AN APPROXIMATELY 720- <br /> SQUARE-FOOT SECOND-STORY ADDITION; AND (2) INCREASE THE <br /> ROOF HEIGHT OF THE EXISTING RESIDENCE FROM 20 FEET TO 25 <br /> FEET. <br /> SUMMARY <br /> On May 5, 2017, the applicants/appellants, David and Sue Robles, filed an ADR <br /> application seeking approval to expand their home at 3552 Yellowstone Court. After a <br /> Zoning Administrator hearing on May 25, 2017, at which the project was approved with <br /> conditions requiring design modifications to address neighbor concerns, the Robles <br /> appealed the decision to the Planning Commission. <br /> At the July 12, 2017 meeting, the Planning Commission heard the appeal, and <br /> continued the item, directing the Robles to work with staff to modify the design of the <br /> proposed addition. At the August 23, 2017 meeting, the Planning Commission reviewed <br /> the Robles' revised plan, and after a robust discussion about the proposed design and <br /> architecture, denied the project on a 3-2 vote, with the majority stating that the <br /> applicants/appellants had not adequately complied with the prior direction provided by <br /> the Commission. On September 6, 2017, the Robles appealed the Planning <br /> Commission's denial and are requesting that the City Council approve the project as <br /> proposed. <br /> PLANNING COMMISSION ACTION <br /> On August 23, 2017, the Planning Commission, on a 3-2 vote, denied the project. <br /> Please see the attached Planning Commission meeting minutes (Attachment 2). <br /> RECOMMENDATION <br /> Staff recommends that the City Council adopt the attached resolution denying the <br /> appeal, thereby upholding the decision of the Planning Commission to deny the project <br /> (Attachment 6). A decision to deny the application would allow the project applicant to <br /> submit a new project application. <br />
