THE CITY OF <br /> ° r ii I lCITY COUNCIL AGENDA REPORT <br /> pLEASANTON. <br /> October 3, 2017 <br /> Operations Services Department <br /> TITLE: CONSIDER A TEN PERCENT (10%) REDUCTION TO SEWER <br /> CHARGES FOR THE RUBY HILL PROJECT AREA CUSTOMERS AND <br /> AMEND RESOLUTION NOS. 15-796 AND 92-100 RELATING TO <br /> SEWER RATES AND CHARGES AND APPROVE AMENDMENT TO <br /> AGREEMENT FOR WASTEWATER AND DISPOSAL SERVICES WITH <br /> THE CITY OF LIVERMORE <br /> SUMMARY <br /> The Ruby Hill Project Area, per the 1993 Agreement for Wastewater and Disposal <br /> Services between the City of Pleasanton and City of Livermore receives only a <br /> portion of the sewer services the Project Area residents are charged for by the City of <br /> Livermore. Per the Agreement, the Ruby Hill Project Area is charged the same basic <br /> service charge as established for the Livermore Sewer Service Area to provide for <br /> maintenance, operation (including overhead), repair, and replacement of any portion, <br /> element or component of Livermore's sewerage facilities. Project Area customers <br /> are also charged the Pleasanton Local service charge for collection, maintenance <br /> and infrastructure replacement. Fees are collected by Pleasanton, and Livermore <br /> sewer charges are transmitted directly to Livermore. It is proposed that the Council <br /> consider implementing a ten percent (10%) reduction to the Pleasanton local sewer <br /> service charge until the term of the Agreement expires in September 2023. The <br /> Livermore City Council is expected to make the same consideration for the Ruby Hill <br /> Project Area sewer customers and reduce the Livermore sewer service charge by <br /> (10%) at an upcoming City Council meeting. If approved, the (10%) reduction would be <br /> reflected on utility bills received after January 1, 2018. <br /> RECOMMENDATION <br /> Staff recommends the City Council implement at ten percent (10%) reduction to sewer <br /> charges for Ruby Hill Project Area customers and amend Resolutions 15-796 and 92- <br /> 100 amending the Master Fee Schedule and approve an amendment to the Agreement <br /> for Wastewater and Disposal Services with the City of Livermore. <br /> FINANCIAL STATEMENT <br /> The estimated annual loss in revenue to the Sewer Fund is $13,000 to $15,000. <br />
