I am very disappointed by the level of subsidy which the council seems intend on providing to Costco. People in general
would be fine with adding a Costco IF Costco were willing to pay for their own development costs. Why would the city
of Pleasanton want to provide such a large subsidy so Costco can open at a premier location at the 580/680 corridor?
The opportunity didn't smell right when the Costco deal was first discovered, and it doesn't smell right even after all the
disclosures. Seems that the Pleasanton City Council majority is determined to exhaust all of the traffic mitigation fees
collected over the years to provide for the road improvements for Costco. What about all the citizens throughout
Pleasanton who have been patiently waiting for the city to fix their neighborhood traffic issues?
Whether it is traffic lumps, or a stop sign, or traffic signal;they are all going to have to wait a lot longer, because all the
public money is being spent on subsidizing a new Costco.
Where are Pleasanton's priorities? I believe that when a person can be killed at an intersection, through no apparent
fault of any driver;then Pleasanton has a very serious problem to solve.
We are all now aware of the "Dukes of Hazard" launch pad that exists on the south east corner of Owens and
Hopyard. A retired Pleasanton teacher was killed, and the City Council of Pleasanton intends on doing what?
Mike Tassano's number ONE PRIORITY should be do find a fix to the "Dukes of Hazard" launch pad. A car traveling at the
legal speed limit should not be able to get airborne and slam into a car making a left turn at Hopyard &Owens. I don't
care if Mike Tassano has to purchase an Army surplus tank trap to install at the south east corner of Owens and
Hopyard:this requires priority status over everything else. Once a dangerous intersection has been identified the city
has a moral, and legal, obligation to take appropriate actions to see that people are protected in the future.
How many of us feel comfortable making a left turn from east Owens to head southbound on Hopyard ? If the City of
Pleasanton didn't have such bad traffic already, we might consider shutting down the left turn option at this
intersection. But obviously this would throw Pleasanton into a traffic nightmare at this location. So I guess Pleasanton
will simply have to live with the known danger, and associated liability until immediate steps can be taken to remove/
neutralize the "Dukes of Hazard" launch pad.
Spending priorities:
I don't believe the public is aware that the City Council intends to spend all the traffic mitigation fees that have been
paid over the years on subsidizing a Costco. Surely there is a long list of previously identified neighborhood needs where
traffic mitigation fees can be put to good use! Why are these neighborhood stakeholders not making more of a stink?
Perhaps the public is not aware of exactly how much money has been collected over the years, and what percentage of
the city funds are now planned for subsidizing Costco.
The city should fully disclose all of the traffic mitigation projects that have been requested, and explain why so much is
being spent to subsidize Costco.
Cal Trans :
I attended the City Council meeting on August 29, 2017, and during the meeting Arne Olsen express concern about Cal
Trans.
On June 6, 2017, I asked the following question in an email to the City Council:
Has Cal Trans agreed to complete the freeway on-ramp expansion necessary for the additional traffic created by a
possible Costco ? Last I heard the city had only submitted an engineering spec. Any agreement on funding would have
to fully disclose the cost of any freeway improvements. Without the approval from Cal Trans any agreement on
development would be grossly premature, and in my opinion, make any further discussion a Non-starter.
2
