September 19, 2017 Engineering TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS, AND AWARD CONSTRUCTION CONTRACT TO ELLA IN THE AMOUNT OF $194,300 FOR THE YOLANDA COURT OUTFALL STRUCTURE REPAIR, CIP NO. 17434 SUMMARY Plans and specifications were prepared for the Yolanda Court Outfall Structure Repair project, and the project was competitively bid. The project consists of replacement of 50 linear feet of failed 36 -inch storm drain pipeline within the East Bay Regional Parks District (EBRPD) Shadow Cliffs Recreation Area immediately adjacent to Old Vineyard Avenue and Yolanda Court. The storm drain pipeline failed between two existing manhole structures as it drops very steeply into Boris Lake during the storm events last winter. The goal is to get the repair accomplished prior the approaching wet season. Work will include stabilization of the upstream manhole, removal and replacement of the 36 -inch storm drain line, as well as regrading and stabilization of the steep hillside. Bids have been received and staff is recommending award of the construction contract to the lowest responsible bidder, ELLA, in the amount of $194,300. RECOMMENDATION 1. Approve plans and specification for this project. 2. Review the bids received on September 1, 2017, and award the construction contract for the project to ELLA of Alamo, California, for a low bid amount of $194,300. 3. Authorize the City Manager to enter into the project contract. 4. Authorize the Director of Engineering to approve and execute contract change order(s) for a contingency amount not -to -exceed $19,000 (10%) for unforeseen yet necessary related work. 5. Transfer $90,046 to the Yolanda Court Outfall Structure Repair project, CIP No. 17434, from the Bi -Annual Storm Repairs and Improvements project, CIP No. 17415, to fully fund the project. FINANCIAL STATEMENT The anticipated total project expenditures identified in this report, including the project contingency, pipe procurement, and design is $340,046. There is $250,000 allocated in the fiscal year 2017-18 Capital Improvement Program (CIP) budget for this project. Staff recommends reallocating $90,046 from the Bi -Annual Storm Repairs and Improvements project, CIP No. 17415, to cover the project shortfall.
