THE CITY OF <br />IUS M CITY COUNCIL AGENDA REPORT <br />PLEASANTON. <br />September 19, 2017 <br />Engineering <br />TITLE: APPROVE PLANS AND SPECIFICATIONS, REVIEW BIDS, AND AWARD <br />CONSTRUCTION CONTRACT TO ELLA IN THE AMOUNT OF $194,300 <br />FOR THE YOLANDA COURT OUTFALL STRUCTURE REPAIR, CIP NO. <br />17434 <br />SUMMARY <br />Plans and specifications were prepared for the Yolanda Court Outfall Structure Repair <br />project, and the project was competitively bid. The project consists of replacement of <br />50 linear feet of failed 36 -inch storm drain pipeline within the East Bay Regional Parks <br />District (EBRPD) Shadow Cliffs Recreation Area immediately adjacent to Old Vineyard <br />Avenue and Yolanda Court. The storm drain pipeline failed between two existing <br />manhole structures as it drops very steeply into Boris Lake during the storm events last <br />winter. The goal is to get the repair accomplished prior the approaching wet season. <br />Work will include stabilization of the upstream manhole, removal and replacement of the <br />36 -inch storm drain line, as well as regrading and stabilization of the steep hillside. Bids <br />have been received and staff is recommending award of the construction contract to the <br />lowest responsible bidder, ELLA, in the amount of $194,300. <br />RECOMMENDATION <br />1. Approve plans and specification for this project. <br />2. Review the bids received on September 1, 2017, and award the construction <br />contract for the project to ELLA of Alamo, California, for a low bid amount of <br />$194,300. <br />3. Authorize the City Manager to enter into the project contract. <br />4. Authorize the Director of Engineering to approve and execute contract change <br />order(s) for a contingency amount not -to -exceed $19,000 (10%) for unforeseen <br />yet necessary related work. <br />5. Transfer $90,046 to the Yolanda Court Outfall Structure Repair project, CIP No. <br />17434, from the Bi -Annual Storm Repairs and Improvements project, CIP No. <br />17415, to fully fund the project. <br />FINANCIAL STATEMENT <br />The anticipated total project expenditures identified in this report, including the project <br />contingency, pipe procurement, and design is $340,046. There is $250,000 allocated in <br />the fiscal year 2017-18 Capital Improvement Program (CIP) budget for this project. Staff <br />recommends reallocating $90,046 from the Bi -Annual Storm Repairs and Improvements <br />project, CIP No. 17415, to cover the project shortfall. <br />
