Library <br />11. Approved and authorized the City Manager execute a Memorandum of Understanding between <br />the City of Pleasanton and the Pleasanton Unified School District related to Library Cards <br />Operations Services <br />12. Waived second reading and adopted Ordinance No. 2167 to amend Municipal Code Chapter <br />14.04, Regulation of Water System and Water Service Fees, to allow the City Manager to approve <br />an administrative policy to adjust bills after certain water leaks are repaired and other <br />amendments <br />MOTION: It was m/s Narum/Pentin by to approve the consent calendar as submitted and as <br />noted. Motion passed by the following vote: <br />Ayes: Councilmembers Brown, Narum, Olson, Pentin, Mayor Thorne <br />Noes: None <br />Absent: None <br />MEETING OPEN TO THE PUBLIC <br />13. Presentation of commendation for Foothill High School students for volunteer efforts in Peru <br />Councilmember Olson read the text of the commendation presented to the students for their <br />volunteer efforts in Peru and announced each of their names. Each was presented with a <br />commendation and a certificate of recognition from the California State Assembly. <br />14. Public Comment <br />Sachin Bhayati expressed concerns with the Owens Drive widening, and mentioned potential <br />problems including the volume of people walking across the trail, the blockage of emergency <br />vehicles and the traffic safety impacts. He noted a distinct trend in more cars and traffic in North <br />Pleasanton. <br />Sharon Piekarski thanked members of the City Council who had the foresight to require retail <br />establishments near Owens Drive, which will only help to keep residents off the streets and out of <br />their cars. She was not clear on why the narrowing of Owens was required. She did observe the <br />traffic herself between 5:15 p.m. and 6:00 p.m. and was surprised how smoothly traffic flowed. <br />There was some stoppage for pedestrians at Iron Horse Trail. Widening of the lanes would be <br />expensive. Sales tax is down in the City and the City also must support the pension obligations. It <br />would be irresponsible for the City Council to approve widening Owens Drive to fix a problem that <br />does not currently exist. <br />Jim Van Dyke, thirty year resident and business owner, commented on the angry communication <br />he has seen regarding Owens Drive. He shared there were important safety improvements that <br />went in when Owens Drive was initially narrows. They were put in for traffic calming and there is <br />still a concern for safety, including bicycle safety. The social media commentary on this matter <br />does not seem to include any safety elements. He suggested the City Council support air quality, <br />through promoting the use of bicycling and bicycle safety, as well as community connectedness. <br />Mayor Thorne noted that this item is not on the agenda and the Council cannot respond at this <br />time. City Manager Fialho responded the City Council requested that City staff collect data. This <br />matter should return to the City Council in the October/November time frame and City staff will <br />ensure the community is properly noticed. <br />City Council Minutes Page 3 of 6 September 5, 2017 <br />
