DISCUSSION <br />The Alameda CTC serves as the County's congestion management agency which <br />plans, funds, and delivers transportation projects and programs that improve mobility <br />and access throughout the County. Alameda CTC is the project sponsor or the identified <br />implementing agency of various projects in the Tri -Valley. <br />SR 84 Expressway — Segment 3 <br />State Route 84 is the primary alternative route to the 1-680/1-580 corridor. SR 84 <br />experiences heavy commute traffic during the morning and evening peak times due to <br />local travel and inter -regional travel. Segment 3 is officially named the "south segment" <br />although its location is between Concannon Boulevard and Ruby Hill Drive. This project <br />is under construction and will widen this 2.4 mile stretch of SR 84 from two lanes to four <br />lanes. <br />SR 84 Widening from Pigeon Pass to 1-680 including 1-680 at SR 84 interchange <br />Much like Segment 3, congestion is prevalent during the morning and evening peak <br />commute times on this segment. Traffic congestion also occurs at the interchange <br />between SR 84 and 1-680. The current expressway design requires upgrades to meet <br />Caltrans' expressway standards, which will improve safety, congestion, and access. <br />The project will add an additional travel lane in each direction, improve traffic weaving <br />operations at the interchange, modify interchange ramps, and extend the existing High <br />Occupancy Vehicle (HOV)/Express Lanes on 1-680 by approximately two miles. <br />1-680 Sunol Express Lanes (Phase 1 and 2) <br />1-680 at the Sunol Grade is consistently one of the most congested corridors in the Bay <br />Area. Phase 1 of this project includes adding a new nine -mile northbound HOV/Express <br />Lane between Auto Mall Parkway (in Fremont) and SR 84. Phase 1 will also include <br />improvements to Express Lane access operations in the southbound direction. Phase 2 <br />involves constructing the southern half of the northbound express lane between SR 237 <br />(in Santa Clara County) and Auto Mall Parkway. This will be accomplished through lane <br />widening for approximately 6.75 miles. <br />1-680 Express Lanes from SR 84 to Alcosta Boulevard <br />HOV/Express Lanes will be constructed from just north of SR 84 to Alcosta Boulevard in <br />Dublin/San Ramon. It is anticipated that the HOV/Express Lane will be built first in the <br />southbound direction and then in the northbound direction. The express lanes are <br />expected to alleviate traffic congestion, and improve travel time and operations through <br />the corridor. <br />Page 2 of 3 <br />
