11.08.020 City traffic engineer. <br /> A. Office Established. The office of city traffic engineer is established. <br /> B. Powers and Duties—Delegation. It shall be the general duty of the city traffic engineer to <br /> determine the installation and proper timing and maintenance of traffic control devices and <br /> signals, to conduct engineering analyses of traffic accidents and to devise remedial measures,to <br /> conduct engineering and traffic investigations of traffic conditions and to cooperate with other <br /> city officials in the development of ways and means to improve traffic conditions, and to carry <br /> out the additional powers and duties imposed by ordinances of the city. Whenever, by the <br /> provisions of this title a power is granted to the city traffic engineer or a duty imposed upon him <br /> or her, the power may be exercised or the duty performed by his or her designee. <br /> In Chapter 11.36 STOPPING, STANDING AND PARKING, §11.36.020 is amended as follows: <br /> 11.36.020 Curb markings. The city traffic engineer is authorized to place and, when required <br /> in this chapter, shall place the following traffic-control devices in the form of curb markings to <br /> indicate stopping or parking regulations pursuant to this chapter, and the curb markings shall <br /> have meanings as follows: <br /> A. "Red"means no stopping or parking at any time except as permitted by the Vehicle Code, <br /> and except that a bus may stop in a red zone marked or signed as a bus zone. <br /> B. "Yellow" means no stopping or parking any day for any purpose other than the loading or <br /> unloading of passengers or materials by vehicles engaged in commercial deliveries, provided that <br /> the loading and unloading of passengers or materials shall not extend beyond the time necessary <br /> therefor, and in no event, for passengers, for more than three minutes, and for materials for more <br /> than 20 minutes, and such restrictions shall apply unless specific days/times are noted on an <br /> adjacent sign. <br /> C. "White" means no stopping or parking for any purpose other than loading or unloading of <br /> passengers, or for the purpose of depositing mail in an adjacent mail box, beyond the time <br /> necessary therefor and in any event shall not exceed three minutes, and such restrictions shall <br /> apply unless specific days/times are noted on an adjacent sign. <br /> D. "Green"means no standing or parking for a period of time longer than 20 minutes at any <br /> time between 9:00 a.m. and 6:00 p.m. on any day except Sundays and holidays. <br /> E. "Blue" indicates parking limited exclusively to vehicles of physically handicapped persons. <br /> F. When the city traffic engineer as authorized under this title has caused curb markings to be <br /> placed, no person shall stop or park a vehicle adjacent to any such legible curb marking in <br /> violation of any of the provisions of this section. <br /> In Chapter 13.04 ENCROACHMENTS, §13.04.050 is amended as follows: <br /> 5 <br />
