The pedestrian crossing signs both at the crossing location and in advance of the crosswalk serve as <br /> additional reminders. Secondarily, crosswalks provide the preferred crossing location. This is an important function of a <br /> crosswalk, but in residential areas becomes a secondary purpose as many pedestrians in residential areas don't walk to <br /> the nearest crosswalk, instead choosing to cross when it is clear. <br /> The crosswalk at Independence is at the edge of the park and serves both the primary and secondary purposes of a <br /> marked crosswalk.Vehicles approaching from Bernal will see the park and the advanced pedestrian crosswalk sign at the <br /> same time and have good visibility of the crosswalk serving to remind the driver to look for pedestrians. The marking of <br /> the north side of the intersection allows for maximum sight distance and visibility. <br /> At the July 24`h public meeting I noted both of your comments regarding the Independence Court installation and the <br /> Mission Drive request. As I mentioned in the meeting, I would review the Mission Drive request but that I had thought <br /> there was an issue with ramp construction. <br /> After the meeting I conducted a field review of Mission Drive and Junipero Street and there are a few issues that make <br /> the installation more complex than just painting the asphalt. <br /> I placed an image below that provides an aerial view of the intersection. The ideal crosswalk location is the one I drew in <br /> blue, but as you can see, that goes into the middle of a driveway. There is a requirement for all new crosswalk locations <br /> to have an ADA compliant ramp, and I have not found a driveway modification that meets ADA and remains in a <br /> driveway (but I am continuing to try to create such a design). The purple is an acceptable location, but will require <br /> removal of parking (one or potentially two spaces). Prior to removal of any residential parking we would meet with the <br /> residents and discuss the removal. Both of these crosswalks would take some time to get acceptance and for this <br /> reason, I decided not to include the crosswalk location in the traffic calming program. I am going to continue to pursue <br /> the installation of the crosswalks outside of the traffic calming plan. <br /> I am sorry that my notes from the public meeting didn't have you down as the person who suggested the addition or I <br /> would have sent you a note on my review and plan. <br /> Mike <br /> i <br />
