RESOLUTION NO. 17-963 <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PLEASANTON AMENDING THE <br /> MASTER FEE SCHEDULE TO SET AT $285 THE PENALTY FOR PERSONS WHO BLOCK <br /> ACCESS TO, OR IMPEDE THE USE OF,A DESIGNATED DISABLED PARKING SPACE; AND <br /> SETTING AT $100 THE FEE FOR INSPECTION AND VERIFICATION FOR SITES <br /> CONNECTED TO THE RECYCLED WATER SYSTEM <br /> WHEREAS, California has adopted policies to accommodate persons with disabilities by <br /> creating a program for designating parking spaces for disabled persons; and <br /> WHEREAS, it is a violation of California Vehicle Code §22507.8 for a non-qualified person <br /> to park in a designated disabled parking space; for a person to obstruct, block, or otherwise bar <br /> access to a designated disabled parking space; and to park on the lines marking the boundaries <br /> of a designated disabled parking space or in the adjacent areas marked by the crosshatched <br /> lines; and <br /> WHEREAS, persons impeding the proper use of a designated disabled parking space by <br /> violating California Vehicle Code §22507.8 may be subject to parking citation and penalty; and <br /> WHEREAS, the City makes recycled water available to properties for use for landscape <br /> irrigation in furtherance of the conservation of potable water; and <br /> WHEREAS, the use of recycled water requires State-mandated: annual inspection by City <br /> staff of each site using recycled water to ensure the protection of the potable water supply from <br /> potential cross-contamination; City staffs verification of training of each site's designated <br /> supervisor; and City staff filing annual compliance reports with the State Water Board for each <br /> site; and <br /> WHEREAS, pursuant to the General Plan's Economic and Fiscal Element, Policy 10, an <br /> annual fee for cost recovery of such services related to a site's use of, and connection to, the <br /> recycled system is appropriate. <br /> NOW, THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF <br /> PLEASANTON DOES RESOLVE, DECLARE, DETERMINE AND ORDER THE FOLLOWING: <br /> SECTION 1. The Master Fee Schedule, Section V. Police Department, Subsection H. <br /> Parking Penalties is amended to provide that blocking access to, or impeding the use of, a <br /> designated disabled parking space is subject to a penalty as follows: <br /> Parking in, blocking access to, or impeding the use of, CVC 22507.8 $285.00 <br /> space designated for Disabled <br /> SECTION 2. The Master Fee Schedule, Section IX. Water Rates, Fees, and Charges, <br /> Subsection A. Water Rates & Charges, is amended to add the following: <br /> Recycled Water Annual Inspection and Verification Charge $100.00 <br /> for each site connected to the recycled water system <br /> 1 <br />
