MATTERS INITIATED BY COMMISSION MEMBERS <br />Commissioner Balch: I would like to specifically point out that the construction going on <br />at the corner of Stanley and Bernal; the Vintage Center —is this the appropriate spot to <br />mention such items? <br />Beaudin: Let's hear what you have. <br />Commissioner Balch: I'll make it a comment, how about that, with no action necessary. I <br />will say that the construction has been shutting down lanes during peak hours and while <br />it might be within the direction or authority granted by the Director of Engineering, I <br />would strongly suggest they consider not shutting down lanes during peak traffic hours. <br />That being said, I also want to point out a few other issues. The covered fence that they <br />have now placed approximately three feet into the street is creating blind spots on that <br />street, especially right as you pass the new Starbucks there and you're trying to <br />navigate. So, combined with the shutting down of one or two lanes that kind of rotates, <br />you're creating a traffic hazard in my opinion where you cannot see over, and in fact, it's <br />over six feet because I measured it and I do know that you're not allowed to have <br />greater than that type of fence at the intersections and certain things because we don't <br />allow that. <br />The other thing is that the Starbuck's traffic, and maybe this is just .... I wasn't on the <br />Commission at that time when this was approved, but I will say they've opened the retail <br />Starbucks element while the constructions is going on, but before they've completed the <br />construction in that immediate adjacent area, and as a result, we have the Starbucks <br />traffic ingressing or egressing the new center with all of the construction trucks also <br />ingressing and egressing at the exact same time. So the volume of traffic trying to get <br />through when it's one lane is just choking this intersection already. So I really think we <br />haven't thought through when we allowed the occupancy permit for the retail to be <br />granted in light of the construction completion. <br />The next part is the lanes closure as I mentioned. I would like to point out that when the <br />intersection of Bernal and Valley; the same road but just at a different location, when <br />that repaving project has been going on, they've been doing it at key times to not impact <br />traffic. I know that when they did Hacienda and recycled water, they did it at key times <br />to be very careful about the impact to traffic. This one is happening at 8 o'clock to <br />8:30 in the middle of the day at morning commute, with a major backup all the way to <br />the New Leaf shopping center this morning at 8:30. And what we're creating is the <br />Vineyard traffic from Ruby coming through trying to make the left on Bernal and exit out <br />PLANNING COMMISSION MINUTES, August 31, 2016 Page 56 of 58 <br />
