The Minutes of the August 10, 2016 Meeting were approved, as amended. <br />3. REVISIONS TO THE AGENDA <br />There were no revisions to the agenda. <br />5. CONSENT CALENDAR <br />Consent Calendar items are considered routine and will be enacted, approved, or <br />adopted by one motion unless a request for removal for discussion or <br />explanation is received from the Planning Commission or a member of the public <br />by submitting a speaker card for that item. <br />6. PUBLIC HEARING AND OTHER MATTERS <br />a. P16 -1386, TRACT 8259. and P16 -1385, Ponderosa Homes <br />Work Session to review and receive comments on an application to amend <br />the General Plan Land Use designation from Public and Institutional to <br />Medium Density Residential to allow for the demolition of the existing religious <br />building and development of up to 37 homes on the approximately 9 -acre site <br />located at 6900 Valley Trails Drive. Zoning for the property is R -1 -6,500 (One - <br />Family Residential) District. <br />Jay Lee presented the staff report and described the scope, layout, and key elements of <br />the proposal. <br />Commissioner Allen: I'm not used to seeing projects when we have a General Plan that <br />is inconsistent with zoning and so I'm trying to understand the implications. Does the <br />General Plan trump the zoning or does the zoning trump the General Plan? <br />Weinstein: When there's an inconsistency between the zoning and the General Plan, <br />the General Plan would govern. <br />Commissioner Allen: Okay. The second question is if we were to build this prior to 2022 <br />and build it as mid - density, would we receive any RHNA credit for it now or would it <br />carry over the RHNA credit after 2022? When I say RHNA for people who don't know, <br />it's Regional Housing Needs Allocation. We have an allocation through 2022 and so the <br />question is does this help us meet that or would it help us after 2022 if we were to build <br />it now? <br />Weinstein: Right, so if it's re- designated now. RHNA really focuses on zoning, but <br />obviously for zoning to work, the zoning for different housing sites has to be consistent <br />with General Plan land use designations.
